�18 <br /> 1. that staff be authorized to proceed with a study to de- <br /> termine the buy-in cost that would be charged to the <br /> County for connection to the Redwood City collection <br /> system, <br /> 2 that a monthly service charge also be invest�gated to <br /> determine the County's fair share of the annual main- � <br /> tenance costs of the existing transmission system which <br /> they will use as part of this proposal, <br /> 3. that these connections would not physically be allowed <br /> until such time as the SBSA facility is on line, and <br /> that the discharge be limited to the volume (0 5 MGD) <br /> to be purchased by the Emerald Lakes sewerin9 area, and <br /> 4 that the metering and monitoring equipment to be used <br /> as a condition of the connection be determined <br /> Discussion followed and Mr Fales, City Attorney Schricker and <br /> Planning Director Schroeter commented and repl�ed to questions <br /> concerning the fact that the question from the County is merely <br /> whether or not the City's system is adequate for the purpose in- <br /> tended, that no blanket approval of future zoning is requested <br /> or intended, that at some future date a specific contract w�th <br /> the County would be required which would encompass the conditions <br /> �n the motion, the appropriateness of adding a condition that the <br /> City be given the opportunity to review an Emerald Lake Hills concept <br /> plan and endorse the same before entering any specific agreement, <br /> the extent of the City �urisdiction with regard to planning in <br /> County lands, the fact that it is not appropriate at this time <br /> to review the General Plan for the area which has already been <br /> approved by Council, the desirability of discussing the request � <br /> in terms of capacity rather than units, the desirability of pro- <br /> vidin� for some additional capacity at this time, whether or not <br /> sewage capacity is being used to regulate land use; and the health <br /> and other problems created by septic tanks in the Hills area. <br /> Barbara Deschamps, Emerald Hills Association, ob�ected-to taxpayers <br /> having to pay for sewage capacity not presently needed for units <br /> which do not ex�st and commented on the possible impact on Redwood <br /> City if such units are constructed.
