3�0 <br /> ADDITION TO MOTION At the request of City Attorney Schricker the <br /> motion was amended by Councilman Barrett, with the consent of his <br /> -- second, to include the titles of the Agreements. Title II of <br /> January 7, 1976 and Title VI of February 24, 1976. <br /> ` Percy H. Steele, Jr., Executive Director of the Bay Area Urban League, <br /> described successes of operations of BAUL and cortenented unfavorably , <br /> on the experience of BAUL with the City, stating that the City's <br /> citation of lack of cooperation and lack of adequate planning on <br /> the part of BAUL are not bona fide reasons for termination of the <br /> Agreements. Mr. Steele stated that he feels his organization is <br /> competent to live up to the Agreements, and suggested "symbol�c <br /> racism" is involved. Mr. Steele offered the City 30 days notice <br /> of termination of the Agreements. <br /> It was po�nted out that the recommendation of termination is based <br /> solely on the competence, or lack of it, of BAUL to carry out the <br /> aims of the Act on behalf of the City. <br /> It was pointed out further that the recommendation for termination <br /> of the Agreements with BAUL is prompted by the desire of the City <br /> to meet the goals of the A�t by placing unemployed persons in �obs, <br /> the failure of BAUL to meet its cortum tments in that regard, and the <br /> unsatisfactory performance of BAUL staff <br /> The motion with the addition carried unanimously by voice vote. <br /> (MINUTE ORDER NO 76-89) <br /> Consent Calendar <br /> MOTION Councilman Barrett moved, seconded by Councilman Rhodes, <br /> to approve the following items. � <br /> Acceptance of Downtown Improvement Pro�ect, Phase III, <br /> Unit 1; Phase IV, Unit 1(Piombo Corporation) <br /> (MINUTE ORDER N0. 76-90) <br /> Acceptance of improvements - Vera Avenue Condominium Pro�ect <br /> (Condo de Vera Partners) - and the release of the Performance <br /> and the Labor and Materials Bonds following the submission <br /> of a Maintenance Bond for one year in the amount of $1,000 <br /> as required by Paragraph 10 of the Subdivision Agreement <br /> (MINUTE ORDER N0. 76-91) <br /> Acceptance of improvements - Palm Gardens Condominium Pro�ect <br /> (Sy Maltzer) - and the release of the Performance Bond, and <br /> the Labor and Materials Bond following the submission of a <br /> Maintenance Bond for one year in the amount of $1,900 as <br /> is stipulated in Paragraph 10 of the Subdivision Agreement <br /> (MINUTE ORDER NO 76-92) <br /> Claim Allstate Insurance Company on behalf of Gloria Bailey; <br /> property damage allegedly caused by faulty manhole cover. <br /> Recommend denial and refer to insurance carrier <br /> (MINUTE ORDER NO 76-93) <br /> Approval of warrants nos. 20,809 through 20,992, totaling � <br /> $243,408 26. <br /> -5- <br /> Reg.Mtg. � <br /> 4/12/76 <br />
