Rationale and Facts Supporting Findings. <br />~ By using available programs and continuing to <br /> analyze the effects of development on traffic, the <br /> Agency shall be better able to respond <br /> appropriately to those changing needs. If a <br /> traffic signal were to be installed before the <br /> project was completed and a study undertaken, <br /> there would be an increased possibility for <br /> creation of new problems. <br /> d. Mitigation Monitoring Responsibility. Mitigation <br /> monitoring responsibility shall be with the <br /> Transportation Systems Management Coordinator. <br /> 6. PUBLIC SERVICES AND UTILITIES. <br /> a. Significant Effects. Increased demands on Fire, <br />- Police, Water, Sanitary Sewer and Solid Waste <br /> capabilities, would fall below the point where <br /> additional personnel or major equipment would be <br /> needed.
