-~ ' CWM:djm 03/28/90 RD-7/27) <br /> <br /> City Council and the Agency also are aware of the adverse <br /> environmental consequence referred to in the Final EIR as "land <br /> use succession", which the Draft EIR stated could not be <br /> mitigated to a less-than-significant level, but which the Final <br /> EIR states can be reduced to a less-than-significant level if <br /> "applications for up-zoning or intensification of use are <br /> denied." The City Council and the Agency each hereby determine <br /> that certain economic and social benefits of the Sequoia Station <br /> Project, as mitigated under Section A. of this resolution, <br /> outweigh any unavoidable adverse environmental effect as well as <br /> any other adverse effect whether found herein to be avoidable or <br /> otherwise, and the specific reasons that support and lead to such <br /> determination follow: <br /> <br /> a. The Sequoia Station Project will result in the <br /> <br /> replacement of a blighted area with an attractive <br /> community focal point in the Downtown Subarea of <br /> the Project Area, thus helping to achieve one of <br /> the most important goals of the Community <br /> Redevelopment Law. <br /> <br /> b. The Sequoia Station Project will provide the <br /> <br /> community with a multimodal transit facility to <br /> serve the many persons who either live or work in <br /> this City. <br /> <br /> c. The Sequoia Station Project will place several <br /> acres of vacant land in attractive and productive <br /> use. <br /> <br /> d. The Sequoia Station Project will create an <br /> <br /> estimated 450 new jobs. The promotion and <br /> 21 <br /> <br /> <br />
