Significant Effects. Buildout of the Project <br /> could result in a net increase of 700 p.m. peak <br /> hour vehicle trips. The level of service would <br /> change at 4 of the 5 study area intersections. <br /> None of the studied intersections would operate at <br /> an unacceptable Level of Service ("E" or worse). <br /> <br /> b. Findings. Traffic problems can be expected to <br /> increase; however, with adequate mitigation, as <br /> outlined below, these problems can be brought to <br /> within an acceptable level. The following <br /> mitigation measures will sufficiently change the <br /> <br />- traffic problems outlined in the EIR to bring them <br /> within acceptable levels, and where not, such <br /> problems are covered by the Statement of <br /> <br /> Overriding Considerations made in Section D. <br /> <br /> below: <br /> <br /> 1. Compliance with Transportation Systems <br /> <br /> Management ("TSM") Project Requirements.
