Council-
man Armstrong was.of the opinion that the matter should be referred to
the recreation commission of the county. It was the opinion of -City
Manager- Mead that inasmuch as this district.is.outside the city limits
and in no way a city project it would not be legal to operate such a
program, in which opinion City Attorney McCarthy concurred. He said
there were certain thing the city could engage in outside of the city
limits but did not believe it would be legal to engage in the suggested
project. Councilman Armstrong moved the City
Clerk be instructed to address the Community Council advising that-Lthe
Council feels it is not within its power to do anything because of the
location being outside the city limits and suggest that they contact the
county recreation department. Councilman Anderson seconded the motion
with the understanding the Community Council be advised that the Council
is taking this action upon the advice of the City Attorney. Under the
question, Councilman Granger was of the opinion that better results would
be obtained if the Council would direct a letter to the County Recreation
Department.
