G, and L. Alsnaua,h. <br /> The first application c'tiacuseed:-was that oP C. G, and L. Alspaugh n�hich �rt=as <br /> ' for permission to re2one Lots 1, 2, 9, an d 10, Block 6, Hancock Addition to <br /> light industry, the location of said lots bein� �.t tne nortnea�t corner of <br /> Pine and Lathrop Streets. The Plannin� Commiesion a.pDroved the anplica.tion <br /> with the exception that the front��e on Lathrop Street with a depth of 20 feet <br /> be continued as business property. <br /> The follo��ing stipulations were provided: that the laundry be placed <br /> �. in the rear of the 20 foot depth on Lathrop Street and the service entrance <br /> to the laundry be on Pine 3treet; that a sketch of the f�.ce of the building <br /> be sumitted to the Pla.nning Commiseion if the Council anproves the rezoning. <br /> and; that the apnlicant furnish a bond in the amount of �5000 to assure com- <br /> pliance with the rezoning for laundry purposes, t1E bond to be in ef°ect until <br /> the building is coruplete and put to use as a laundry. <br /> Councilman Armstrong exprea�ed the opinion that if the.�.nplication were <br /> ' � gr'r�.nte� it �rould nmount to spot zoning to �vhich he H�as opposed. The question <br /> was asked as to what conatituted � li�?_ht industry and, after Citv Attorney <br /> McCa,rthy advieed that it v�as impossible to give a comprehensive definition of <br /> light induetrg and that the zoning ordinance provides that the owner muet en- <br /> �age in the light industry for erhich he has been �s,iven �. permit, Couneilman <br /> Armstrong stated that he had no c�uarrel with la.undries or �vith the annearance <br /> of those no�v loczted in the business district but he did believe a li�ht in- <br /> � dustry should be located. ir1 a distric t zoned for light industrial purposes �nd <br /> that he v��s opposed to rezoning businese property for the purpose o� li�ht in- <br /> dustry for the advanta�e of one pronerty o�vner. <br /> Councilman BritscYigi entered the meeting. <br /> City Rttorney PRcCartl�y upheld the Planning Commission�s action stating <br /> ' that the industrirzl area ae no��� zoned wa.s suit�ble for some industries while <br /> there vrere servlce industriea auch as shoe repairing and laundries �hich might <br /> be cl�.asifisd as li�ht industrial and appropriate to a.11o�r in the business dis- <br /> trict. He said that notices had been sent to adJoinin� property o��.mers withins� <br /> 275 feet of the nroperty involved and that only one protest had been received <br /> ' which h�d been �vithdravm after the protestant had vievred the nlans.
