Councilman
Armstron5 atated that :the salary ordinance is merely to fix the rate of
oay for employees and has nothin; to do with whether a man oua.lifies for
the position or not. He furthr stated that with regard to a raise for
the city manager, he had checked and discovered th2.t on a percentage trzsis
the city manager had not recieved as much of a raise since he had b"ecome
city mara,6er as the ehiefs of the police and fire departments and other O
heads of departments. He felt that P.4r. r.4ead =as dding a better. ,job of city manager in
Redirood City than ary other city manager on the Peninsula, and he felt tha.t
• the framers of the Charter had not nad it in mind to "hamatrin,r?' the ci.ty O
manaer in his dealinga evith the employees. ?dayor Hiltor., Councilmzn Gran-
ger and Councilman rRcNulty further reiterated their opir.ion that they were
otiposed to the ordinnce in its preent form and to a raise for the cit.y
manager. .
