He said there had been decisions made in other cities that ' <br /> the O.P.A. did not have Jurisdiction over the city. Councilman qrm- <br /> atrong asked who made the oomp}.aint. City Attorneq McCarthy advised that the city • <br /> menager has to comply with the terms oP the Charter and the O.P.A. <br /> ruling does not come within the terms of the Charter. <br /> Councilman Britschgi asked i£ the city could pass an m^dinance providing <br /> for rat prooPing of houses. City Attorney McCarthy advised that the <br /> City of San Francisco has an ordinance which providea tha t no house <br /> shal 1 be constructed unless it has a concrete flooring which will pre- <br /> vent rate �etting through. Buildin� Inspector Duncan advised it , <br /> called•f or two inches of concrete. Councilman Britsch�i aslced that <br /> the metter be placed on the agenda for e report at the next meetir�. <br /> Councilmen Granger stated that about two yeara ago the council had tem- <br /> porarily waived the requirements f or the aize of vents and moved that <br /> the temporary permission be roscirxled and that 4" vents be required . <br /> Councilman Arms tror� s aid e everal requirements of the buildir� code <br /> were waived at thet time and he would like to see the motion includa • <br /> that anq relaxation of the building code be reacinded and from hence- <br /> forth Lhe code be enforced. Councilman Granger accepted the amend- <br /> �ent to his motion which was secondod by �ouncilman Arr.stron�. mhe <br /> motion passed unanimously. <br /> � Councilman Britschgi asked if there could be some�hing done to make people ' <br /> adhere to the setback lines as practiced in the neighborhood, citing <br /> an example of a house recently built on Edgewood Road which does not <br /> conform to the se;tback of the other houses on the street. City Attor- <br /> ney McCarthy oxpressed the opinion that if the Building Inspector re- <br /> ceived an application to build which did conform to the aetback lines ' <br /> but did not conform to the aetback as observed by the ad,joinin� or <br /> neighboring homes that he might hold up the permit until it had boen <br /> .
