City Clerk Dodge advieed <br /> he had one written proteat from G. P.-Lauinger, 632 Prospect Row, 3anMateo <br /> owner of Lots 6, 7, 8, Ceniral Park No. 2. The protest vuas that the im- <br /> provements would increase the cost of the property beyond its value and <br /> would result in ,freezing the sale of tne property. A Mr. V�ayne, a property ' <br /> owner in this area, aleo protested on tne grounds tnat the improvemente <br /> were too high for the balue of the property in that distriet. It.was eg- <br /> plained that this proceeding had been instituted by the receipt of a <br /> petition from over fifty per cent of the property ownere in the area, <br /> Councilman Armstrong moved, seconded by Councilman MeNulty, tha.t the pro- <br /> perty city officiale be instructed to draw tne plans and specifications for <br /> the proposed improvements in tnis area. Motion passed unanimous2y. <br /> City Manager Blom asked for autuority to contract for the preparation of these • <br /> plans by an outside firm inaemucn as the city's engineering staff is not <br /> large enough to handle the work, The cost of the plans would be charged <br /> to the cost of the proceedinge. Councilman Armatrong moved, seconded by <br /> Councilman Anderson, that the City Manager be authorized to employ the ser- <br /> vices of a competent engineer to draw the plans for the above mentioned ' <br /> improvementa. Motion passed unanimously. <br /> The matter of propoaed improvemente to the alley betv�een Madison.and�Vera Ane- <br /> nue was laid over to the next meeting for report from the Planning Commie- <br /> sion ae to vaaiver from property owners not to build facing the alley ' <br /> City Manager Blom adviaed that he had sent a letter to department heads recently <br /> instructing tnat off-duty employment would not be allowed by city employees, <br /> some of the employees questioned whether the City Manager had the authority <br /> to issue such an order. Mayor Hilton advised that he believed the employees <br /> ehould present their case to the Board of Review rather than with the City <br /> �ouncil, but that the Council had read the letter and felt that the City � <br /> � - I <br />
