Building Inapector a complete set of spe,cifications for study by him betore <br /> the next meeting of the Council and triat in the meantime Mr. Y�nizin be per- <br /> ' mitted to operate thia restaurant upon.the same conditione as hane hereto- <br /> fore been attached to the permit, Motion passed unanimously. <br /> Citq Attorney McCarthy advised that poatcard notices had been sent to property <br /> ownera in regard to propoeed improvements in Redwood Villa Park and setting <br /> hearing for this meeting, Councilman Britechgi moved, aeconded by Council- <br /> aran Anderson, that affidavit of Louiae INhite of mailing euch noticee be <br /> • � filed, Motion passed unanimously. <br /> Mr. Samuel Marks, a resident oP Redwood Villa Park, advised that several <br /> residents of tnis area had.not received notices and tnat a canvaes had been <br /> made of several of the atreets to determine uvho had and ha,d not received <br /> tne notice. He presented a list of names to the City Attorney of those who <br /> had not received the notice. City Attorney McCartny explained triat the <br /> ' namea had been taken from the asseesment roll and that it was believed that <br /> all property. owners riad been advised, however, he said he would recheck tne <br /> matter, City Clerk Dodge advised that out of seventy notices sent out; <br /> fifty-nine repliee were received of whicn thirty-aenen were in favor of <br /> the.improvements and twenty-two against. <br /> There were many residents of thls area in the audienCe and severa.l of them <br /> spoke against the proposed improvementa. They also requested that more <br /> information be given to them as to the estimated cost and extent of the <br /> • improvemente. Mayor Hilton explained that this matter had been brought up � <br /> because of a petition from residents in that area for•the improvements and <br /> .. that the Council had directed noticea be sent to all property ownere to as- <br /> certain their reaction. After considerable discusaion and it was decided <br /> that notices be eent to all property owners including more definite plans <br /> ' of the proposed improvemente and thattthe notice include the number of <br /> lineal feet owned by,each property owner and estimated coet.of proposed <br /> improvements. <br /> City Manager Blom advised that he had investigated the matter of the atatus�.oY <br /> ' improvements on Poplar Avenue�.and the 4merican Trust Company had advieefl <br /> him that they would release the $2500 held by thear for atreet improvemente <br /> on Poplar Avenue to a contractor who has been engaged to do the avork, There <br /> was some discussion as to whether the pLans included improving the whole <br /> atreet or whether eome lots would be excluded, City Manager Blom advised <br /> that such tupe of construction would not be allowed and that the bank and <br /> � contractor had informed him that the improvements were to be conetructed <br /> � <br />
