City Manager Blom concurred in this recom- <br /> mendation. He aleo recommended that Mr, Mot,t be engaged to prepare an <br /> over-all street tree planting program for an additional fee of �300, the <br /> fee for the reoreational areas plan being �1500. He as;sed that he be <br /> authorized to prepare contracte and execute same for the above mentioned � <br /> � plane. Councilman Britscngi moved, seconded by Councilman Anderson, that <br /> tne City Manager be authorized to enter into a contract witn Mr, Mott, Jr, <br /> to prepare plans for the recreational areae and tree planting program, <br /> Under the question, Councilman Armatrong asked what method was to be used <br /> in Yinancing these plane. City Manager Blom advised that the cost could <br /> be aesessed to the bond iseue or application could be made to the $tate , <br /> for part of the engineerin� coats of preparing such plane, He etated thaz � <br /> the city has �12,000 available from the 8tate for prepsring plans for the <br /> bond iseue program, most of which ia to be used for the plane Yor the <br /> eewage treatment plant but that tnere would be aufficient funde to include <br /> the recreational plans. Councilman Armstrong did not believe the funda <br /> should oe taken from tne bonn issue. Mayor Hilton questioned the need of <br /> sucn a plan when it was not certain what was to 'be included in trie reore- <br /> ational arezs and questioned whether he would encroach upon the Memorial � <br /> Comrnittee's plane. City Manager Blom stated that he would not plan any <br /> buildinge but would only suggeat wnere tney be located, •He said the recre- <br /> ational plan would be incorporated in the master p2an, Councilman Granger <br /> was not in favor of the tree planting program, his opinion being tha.t it <br /> vuas not necessary to epend �300 Yor aucn a plan. City Manager Blom wae of ' <br /> the opinion that it would be worthwhile to spend tnis money to have advice <br /> ae to tne best tqpe of treee to plant and the location in which they ehould <br /> be planted. Motion paesed with Councilman Granger voting in the negative <br /> because of not being in favor of the tree planning plan. ' <br /> Application for reataurant license was receined from Aloert Ytnizin, 727 E1 Camino <br /> Real, Tuie is the Redwood Diner for which only a temporary permit had <br /> been granted to the former owner. Mr:--�wnizin appeared before tne Council <br /> and stated that he was going to iinprove tne structure so that it would be <br /> fireproof and meet city epecifications. He presented a set of plane for <br /> the Counoil's inspection and asked tnat ne be granted a permanent perrait. � <br /> I <br />
