Mr, <br /> Morgan_expressed his appreciation for being reappointed to�,.this Commiseion <br /> and assured the Council of hi's full cooperation. Mayor Hilton expressed the <br /> appreciation of the Council for Mr._Morgan's services in the past and wished <br /> ' him succese in the future, <br /> Communication wae received from Renneth L. Bowen, aecretary-manager of the Penin- <br /> sula Celebration Association, advising that the Aseociation had voted to re- <br /> quest the City Council to inetitute proceedings at once to acquire the Baird <br /> property, which the city contemplatea acquiring eventually as a part of the <br /> new iecreation center,_ City Manager Blom advised that the city can advance <br /> • � the amount of .the appraisal for this property.which has been.made.and by <br /> � placing it in escrow take a posaessory interest in the property. It was hie <br /> _ recommendation that this be done.. The case w111 probably have to go�to <br /> court inasmuch as the Bairde a.re not willing to accept the amount of the <br /> appraisal. Mayor aeked if the Celebration Aseociation was going to <br /> permanently use this site for the rodeo. Francis Britschgi, president oY <br /> the Association, adviaed that it was the understanding that the city wae . <br /> ' not g�oing to use the property for two or three years and that the Assooia- <br /> tion would like to use it for that period of time inasmuch as they have a <br /> great deal of money invested in inetallations on the ground. These instal- <br /> lations will'have to��beeremoc.ed-after:�July:l8th unlese the city takes a <br /> possessory interest in the property. He further stated that the Aeeocis- <br /> tion would have to vacate the property at any time that the Council re- <br /> queeted them to do so. The general consenaus of the Council vras that the , <br /> • recommenda.tion of the City Manager be accepted. No further action wae <br /> necessary in this matter. <br /> City Attorney MeCarthy asked that the matter of coneideration oP ordinance set- <br /> ting up assessment district for parking lots be carried over to the riext <br /> meeting. It wae ordered placed on the agenda. <br /> 1 City Clerk Dodge advised that several accounts were going to be ehort of funds <br /> for thia fisaal year and asked that a resolution transferring funda from <br /> the unbudgeted reserve be adopted to cover these amounts. Councilman <br /> Britschgi ofYered adoption of resolution authorizing the transfer of funde <br /> , from unbudgeted reeerve to cover ezpenditures in exceas of the 1945-1946 <br /> budget, seconded by Councilman Armstrong.
