<br /> MUNICIPAL TICKET. �
<br /> Submitting to the qualified voters of the City of Redwood City, County
<br /> of San 3iateo, State of California, the following propositions or proposals �
<br /> to amend the Charter of the City of Redwood City, to-wit; �
<br /> �
<br /> (a) The proposition or proposal to amend Section 21 of the Charter of
<br /> the City of Redrrood City to read ae followe, to-wit: �
<br /> Section 21, OFFICERS AIdD BOARDS: The adrninistrative officers and
<br /> boards shall be city ma.nager,'city clerk, city engineer, chief of police, �
<br /> chief of fire department, healtn officer, city assessor, city collector,
<br /> city auditor, city treasurer, and such other officers and boards or com- J
<br /> misaions as may be hereafter establisned.
<br /> Excepting city manager, city clerk, city �.ttorney, city auditor, and
<br /> city treaeurer, each of said officers and their assistanta, deouties, clerks,
<br /> and ernployees shall be appointed by tne city manager and shall hold office
<br /> or position at hie pleasure; provided, however, that the appointment of the
<br /> health officer shall "oe subject to the approval^of the city council, The ,
<br /> compensation•of aIl officere and employees excepting members of the council
<br /> ehall be provided by.ordinance of the council. � i

<br /> The City manager, city clerk, city attorney, city auditor, and city
<br /> treasurer, ehrj,ll be appointed by the council, and tne removal of any of
<br /> them shall be only on a five-seventne vote of the whole of euch council.
<br /> (b) The propoeition or propoeal to amend 3ection 32 of the Charter of
<br /> the Charter of the City of Redwood.City to read as follows, to-wit:
<br /> • Section 32, CITY CLERK: The city clerk shall be clerk of the council �
<br /> and of the board of equa,lization and shall attend all meetings and ehall ,�
<br /> keep in eeparate booka full and true records of all the proceedinge of each
<br /> of said bodiea. He etiall keep a book marked "ordinances", into which he
<br /> ehall copy or insert all ordinances, with his certificate annexed to eaid
<br /> copy, atating that it is a true and full record thereof, and that such
<br /> ordinance has been fully published.
<br /> 3aid record copy, with such certificate, shall be prima facie evidence
<br /> of the contente of such ordinance and of the passage and publication there-
<br /> of. Tne clerk shall aleo.keep an index to tne minutes of the council and
<br /> to said ordinance book. .
<br /> The city clerk shall be the cuetodian of the city aeal,, and ehall affix
<br /> the eame to all official certificatea made by him, and to a13 papere when �
<br /> directed by the council to attest or execute.the sazne.

<br /> He shall have power to administer oatha and affirmatione, to take af-
<br /> fidavits, and to certify the eame, He ahall have euch other powere and
<br /> perform such other duties as may be provided by taie Cha.rter or by etatute
<br /> or bq ordinance. .
<br /> (c) The proposition or proposal to amend•3ection 17 of the Cha.rter
<br /> of the City of Redwood City to read as follows, to-wit;
<br /> Section 17. CITY PLANNING COMMIS3ION: There shall be a city.planning
<br /> commisaion coneisting of the Mayor as an ex-officio member without vote
<br /> except in case of a tie, and six citi2ens to be appointed by the council
<br /> to serve for six yeare each, withour�compensation, Neither the City Attor- �
<br /> neq, the City Engineer nor any deputy or assistant of either of them ehall U
<br /> haverthe right to vote or enter in deliberations but ehall be present in
<br /> an advieory capacity only.
<br /> This commission shall be governed by the general lawe of the etate
<br /> relating to planning commissions, and ahall have and ezercise all powere
<br /> and duties whicn are now or may hereafter be granted to or impoaed upon
<br /> eai4 coramission, or department, and euch additional powers and duties as
<br /> may be granted or imposed by ordinance.
<br /> (d) The proposition or propoeal to amend Section 47f of the Charter �
<br /> of the City of Redwood City to read as followe, to-wit: �
<br /> 8ection 47f: POWERS AND DUTIE3 OF THE BOARD: The Board of Port
<br /> . Commieaionere ehall have the complete and exclueive power, and it ehall be
<br /> its duty for and on behalf of the City of Redwood City:
<br /> (1) To sue and defend in the named of the City of Redwood City in
<br /> all actione and proceedings wnerein there ie involved any matter within ,
<br /> tne juriediction of tne Board,
<br /> (2) To make provision for the needa of commerce, ehipping and navi- �.
<br /> gation of the port, to promote, develop, construct, reconstruct, alter,
<br /> repair, maintain, equip and operate all waterfront properties including =
<br /> piers, wharves, sea walls, docka, baeine, ohannels, slip, landings, ware-
<br /> houses, floating and other plante or worke, dredge, and reclaim land,
<br /> construct, equip and operate terminal trackage with eidinge and turnouts
<br /> and railroad connections between docke, piers and other port structures,
<br /> and connect the eame with mainline tracks; and to establish, equip and
<br /> tection and other facilities or aids incident to the development, pro- ��
<br /> operation of the port, as may be deemed proper and�desirable
