246 � moved that the ordinance amending Ordinance No. 483 be arnended_to allow chickene in the first residential district in accordance �ith provisions of � Ordinance No.4'S1, The motion was seconded by Councilman Anderson and passed � "[7 with Councilman Armstrong voting in the negative, � � � Mr. W, L. �ieussdorffer appeared before the Council protesting a frame building � being moved into the first fire dietrict, He protested on the grounde that:: � buildings constructed there muet be of concrete nad must meet all provieions of fireproof buildings, City Manager Blom reported that this building was the one wnich the Council allowed Mr.,Van Buren to move from 302 E1 Camino Real and that,the building code permitted a frame building under 400 square feet in the first fire district. Thia building, however, ha.d a porch . � whicn made the building more than 400 eauare feet. The Council had allowed the permit only if the porcri were removed. Due to that faet, Mr. Van Buren had decided to move the building outside the city limits. - Oouncilman Anderson expressed the opinion that there was a serious defect in the building code vuhich would permit the erection or moving in o£ a build- � ing under 400 square feet which did not meet the requirements of a building over that eize. He moved, seconded by Councilman Granger, that the Build- .ing Inspector and City Manager bring in a recommendation at the next meet- ing of the Council with respect to changing the building ordinance eo that no frame building, regardless of size, be allowed to be constructed or moved to the first fire district. The motion passed unanimously, Mrs, John Garcia of 1720 Jefferson Avenue appeared before the Council request- � ing that stepe be taken to provide a aidewalk on Jefferaon Avenue at the place where the creek bridge now extenda. City �6anager Blom advised that the situation is a serious one, There ie a drainage channel running ' parallel to the curb for a distance of 220 feet and that pedestrians must vcalk in the•street for this distance, There is no place for a cidewalk unless the creek is enclosed or a eidewalk is built on piere, The cost to close the creek for 220 feet vrould be �11, 400. He did not believe this specific project a�ae included in the post ivar bond issue and that even � though the funds could be taken from the bond iseue it would be quite a eizeable amount to take from that fund, A pier type sidewalk could be inatalled for approximately ,�2860. The matter lvas placed on the agenda to allovr the City Manager more time for study. City Ma,nager Blom reported on proposed improvemente at Jefferson, Quartz and � Vera Avenues, He advised that the petition which had been presented for this work to be done was in order and that more than 50% of the.property ownere in that a.rea had signed it, He also stated that tne petition pre- sented earlier in this meeting for improvements on Taft Street could be � incorporated witri the other petition as it is in an adjacent area. He be- lieved that complete improvements should be inatalled in regard to the improvements on Jefferaon, Quartz and Vera Avenues. Councilman Anderson moved, seconded by Councilman Armstrong, triat a resolution of preliminary intention be prepared for the next meeting of the Council to cover theee � improvements. � I
