It was his opinion that tnere , wae nothing againet a city employee voting on a oommiesion particularlq if because of his epecial or technical knoc�ledge he wae.of value to the com- mission. He eaid that even though wa,s an employee of the city; he waB also a citizen of the city and he�.could see no reaeon for diafran chising eueh emplopees. Qouncllman Gran�er etated tnat his main objection to city employees voting on commiseione was that the public offialals were hired � by the city and the citizens committee is appointed bp the Council and he did not believe the employees ehould enter into diecuseione but enter .` intu diacuseions but ehould only make a decielon when called upon by the officials for advice. The motion paeeed with Councilman Arroetrong and ,. Fletcher voting in tne ne�ative. • Y City Manager Blom advised that he had made a.further atudy of the matter oY in- etalling a sidewalk on Jefferson near the creek in an eFfort to�find a way ' which would be lese expensive than the rougn estimate quoted at the last meeting oF the Council. He eaid that by placing a walkway immediately baok of the present etreel railing at the.ourb line whicri will introduce a slight �og in the aidewalk the coat could be brought down to $2000. He.believed this would be a praotical way of handling the matter. The walkway will be immediately adjacent to the.gutter line which would, in rainy weather, probably cost the pedestrians to be splashed but that would probably be the � ma3orc;disadvantage. He said he had no reaommendation ae the financing of the pro�ect but did not.believe it would be feasible to asseas it a�ainet the property owners.
