It was his opinion that tnere
, wae nothing againet a city employee voting on a oommiesion particularlq if
because of his epecial or technical knocledge he wae.of value to the com-
mission. He eaid that even though wa,s an employee of the city; he waB
also a citizen of the city and he.could see no reaeon for diafran chising
eueh emplopees. Qouncllman Graner etated tnat his main objection to city
employees voting on commiseione was that the public offialals were hired
by the city and the citizens committee is appointed bp the Council and he
did not believe the employees ehould enter into diecuseione but enter
.`
intu diacuseions but ehould only make a decielon when called upon by the
officials for advice. The motion paeeed with Councilman Arroetrong and
,.
Fletcher voting in tne neative.
• Y
City Manager Blom advised that he had made a.further atudy of the matter oY in-
etalling a sidewalk on Jefferson near the creek in an eFfort tofind a way
' which would be lese expensive than the rougn estimate quoted at the last
meeting oF the Council. He eaid that by placing a walkway immediately baok of
the present etreel railing at the.ourb line whicri will introduce a slight
og in the aidewalk the coat could be brought down to $2000. He.believed
this would be a praotical way of handling the matter. The walkway will be
immediately adjacent to the.gutter line which would, in rainy weather,
probably cost the pedestrians to be splashed but that would probably be the
ma3orc;disadvantage. He said he had no reaommendation ae the financing of
the proect but did not.believe it would be feasible to asseas it aainet
the property owners. After some further diacuseion, Councilman Granger -
moved, seconded by Oouncilman Andereon, that tne matter be carried on the
agenda until budget time, Motion pasaed.unanimously. ^
' Oity Manager Blom advised that a careful check of the minutes had been made in ,/ y
an effort.to find an a reement in re rd to urn \
g ga f 1ehin water to the Careon
Monckton Tract and tha.t no record of tne agreement wae in the minutee, how-
' ener, he said the minutes referred t o aeverl cauoue meetinge which were `E'c,,
- p Y Z
held in regard to the Qareon-Monokton Tract and that thie agreement may have
' been entered into at one of the caucus meetinga. Mr. Frost, the engineer `_
' of the tract„ had aeaured Mr. Hlom, that the clty had agreed to aupply water
_ to this tract ae it deve],;oped.• C'ity Blom aleo stated that the
' , P:....
estimate he had submitLed;at;.the laet meeting of-the Council ior supplying __________
'; '`%`'watei to this traot had been based on higher standard than the city ueually
, used., Trie plan called for.eight inch and aix pipe on all the etreete which.
