IV. ATTAINMENT OF THE PURPOSES OF THE CALIFORNIA COMMUNITY <br /> REDEVELOPMENT LAW <br /> <br /> Certain goals and objectives have been identified in connection with the Project which are identified in the <br /> existing Redevelopment Plan and the Project Implementation Plan, the accomplishment of which will attain <br /> the purposes of the California Community Redevelopment Law. In addition to these gqals and objectives, the <br /> goals and objectives of a redevelopment program in the Fourth Amendment Sub-Area are as follows: <br /> <br /> 1. The improvement of the physical appearance of the Fourth Amendment Sub-Area through <br /> rehabilitation of commercial and industrial buildings and sites. <br /> <br /> 2. The provision of improvement of existing parks and open space within the Fourth Amendment Sub- <br /> Area to ensure that they are clean, safe, and desirable places for use by the community. <br /> <br /> 3. The provision for tax increment to provide funds as necessary to finance rehabilitation and <br /> development programs which cannot be accomplished Ibrough existing publicly funded programs or <br /> by thc private sector acting alone to eliminate blighting influences in the Fourth Amendment Sub- <br /> Area. <br /> <br /> 4. Thc retention and expansion of as many existing businesses as economically feasible by means of <br /> redevelopment and rehabilitation activities and by encouraging and assisting thc cooperation and <br /> "participation of owners, businesses and public agencies in the revitalization of thc Fourth Amendment <br /> Sub-Area. , <br /> -~'~0 5. The creation and development of local job opponunitles and the preservation of the area's existing <br /> employment base. <br /> <br /> '- 6. The establishment of modem, convenient industrial and cSmmercial areas to sen, e the needs of the <br /> City. <br /> <br /> 7. The elimination or amelioration of certain environmental deficiencies, including substandard vehicular <br /> circulation systems; inadequate water, sewer and storm drainage systems; insufficient off-street <br /> parking; and other similar public improvements, facilities and utilities deficiencies adversely affecting <br /> the Fourth Amendment Sub-Area. <br /> <br /> 8. The elimination of blight through abatement or code compliance, reconstruction and assembly of <br /> parcels into more developable sites for more compatible uses. <br /> <br /> 9. The encouragement of maximum participation of Fourth Amehdment Sub-Area businesses, property <br /> owners, and community organizations in the redevelopment of the Fourth Amendment Sub-Area. <br /> <br /> 10. Assistance, encouragement and relocation of car dealerships in the area to upgrade and modernize <br /> their facilities and to promote increased patronage of the ~Utomobile industry in the Fourth <br /> Amendment Sub-Area. <br /> <br /> Redevelopment of the Amended Project Area, including the Fourth Amendment Sub-Area pursuant to this <br /> Preliminary Plan and the above goals and objectives will attain the purposes of the California Community <br />-_: ......... Redevelopment Law:. (1)by the elimination of areas suffering from economic dislocation and disuse; (2)by <br />'~ ....' the replannihg, redesign-and/or redevelopment of areas which are stagnant or improperly utilized, and which .. <br />,!,~ could not be accomplished by private enterprise acting alone without public participation and assistance; <br /> · (3) by protecting and promoting sound development and redevel6pment of blighted areas and the general ' <br /> welfare of the citizens of the City by remedying such injurious conditions through the employment of <br /> <br /> <br />
