The public use for which the real property described in Exhibit "A" will be acquired and to which it will be put is for redevelopment purposes, to wit, the clearance and elimination of blight. 4. The real property described in this resolution is necessary for the Project. 5. The public interest and necessity require the acquisition of the real property described in Exhibit "A", and the taking of said real property is necessary for the construction, completion and implementation of the Project, and it is hereby directed that said real property described in Exhibit "A" be acquired by the Redevelopment Agency by eminent domain proceedings as hereinafter set forth. 6. The proposed Project is planned and located in the manner that will be most compatible with the greatest public good and the least private injury; that said Project will eliminate blight and improve general conditions thus benefiting the general public and the Project and that no other reasonable means of financing the acquisition and construction are available to the community and that the aforesaid use to which the real property is to be applied, i.e., redevelopment, is a use authorized by law. 7. The redevelopment of the real property described in Exhibit "A" is in accordance with the Community Redevelopment Law of the State of California and the Project made pursuant thereto; and said real property as it exists constitutes a detriment to the safety, health and morals of the people because of its condition, design and (page 4 of 7)
