The proposed Project does not include any changes in the previously evaluated redevelopment activities <br />that cause any new significant visual effects or substantial increases in the severity of previously <br />identified visual effects. The proposed Project incorporates architectural design and landscape features <br />that improve the visual characteristics of the Project Site. These architectural design and landscape <br />features enhance the visual character of the Project Site by providing visual consistency and a unique <br />architectural concept. In addition, the Project includes both recreation and park areas for use of the <br />Project residents and the surrounding community that visually benefits the local area. <br /> <br />AIR QUALITY (Section III) <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact <br /> <br />The potential air quality impacts associated with site redevelopment were previously evaluated in the <br />Redevelopment EIR. The Redevelopment EIR concluded that the air quality impacts associated with <br />buildout of the 1,017-acre Second Amendment area could generate total suspended solids and PMlo <br />(particulate matter of 10 microns or less) concentrations in excess of Federal and State standards. This <br />impact was concluded to be significant. The Redevelopment EIR concluded that spot violations of the <br />CO standards from exhaust emissions generated by construction vehicles and equipment could occur <br />during site construction. This impact was determined to be significant and unavoidable. For long-term <br />emissions, the Redevelopment EIR concluded that private sector development in the Second <br />Amendment area could cumulatively cause exceedances of carbon monoxide standards. Both of these <br />impacts were determined to be significant and unavoidable. <br /> <br />Mitigation measures were included in the Redevelopment EIR to reduce the severity of these impacts. <br />However, the EIR concluded that these impacts could not be reduced to less-than-significant levels <br />because of the large area of potential development within the Second Amendment area. The City <br />considered the merits of the Redevelopment Plan in light of the significant and unavoidable air quality <br />impacts during the approval process for the Plan. <br /> <br />The proposed Project will not include any changes in the previously evaluated redevelopment activities <br />that will cause any new significant air quality effects or substantial increases in the severity of <br />previously identified air quality effects. The construction activities identified in the Redevelopment <br />EIR will not substantially differ with the proposed Project, and thus, no incremental increase in <br />construction emissions will occur. For operational emissions, the proposed Project will include fewer <br />residential units (506 vs. 527) than identified in the Franklin Street Area Plan and will construct less <br />than 6 percent of the commercial development anticipated in the Second Amendment area. For this <br />reason, the incremental air quality impacts of the proposed Project are not considered significant. <br /> <br />Although significant and unavoidable air quality impacts were identified in the Redevelopment EIR, the <br />Redevelopment Agency Board finds that the incremental increase in air quality impacts associated with <br />the Project would not be considered significant because changes or alterations have been incorporated <br />into the Project which mitigate or avoid the significant impacts to a point where clearly no significant <br />enviroumental effect would occur, and there is no substantial evidence in light of the whole record <br /> <br />FRANKLIN STREET PROJECT -8- Findings <br /> RD99-21 <br /> <br /> <br />
