before the Redevelopment Agency Board that the Project, as revised, may have a significant <br />environmental effect. <br /> <br />Facts in Support of Finding <br /> <br />The City has adopted Mitigation Measures 4H-1 through 4H-7 of the Redevelopment EIR, included on <br />pages 3-5 and 3-6 of the Initial Study, to ensure the incremental air quality impacts of the proposed <br />Project do not increase the severity of previously identified significant air quality impacts: <br />Implementation of Mitigation Measures 4H-1 through 4H-6 will be required during the construction <br />activities on the Project Site and Mitigation Measure 4H-7 has been implemented through incorporation <br />of specific circulation improvements in the Project Site plan. Because these measures will minimize the <br />short-term and long-term air quality impacts anticipated with site redevelopment, the Project is not <br />expected to violate any air quality standard or contribute substantially to an existing or projected air <br />quality violation. For this reason, the incremental air quality impacts of the proposed Project are not <br />considered significant nor cumulatively considerable and no new significant cumulative air quality <br />impacts will occur. <br /> <br />The effect of implementing the identified mitigation measures will be a reduction in construction and <br />vehicle emissions over the life of the Project. <br /> <br />CULTURAL RESOURCES (Section V) <br /> <br />SIGNIFICANT EFFECT <br /> <br />Irapact <br /> <br />The Redevelopment EIR concluded that the potential exists for the disturbance of previously undetected <br />cultural remains during excavation in the Second Amendment area. The Redevelopment EIR <br />concluded that this would be considered a significant impact. The City considered the merits of the <br />Redevelopment Plan in light of the significant cultural resource impacts during the approval process for <br />the Plan. <br /> <br />The proposed Project will not include any changes in the previously evaluated redevelopment activities <br />that will cause any new significant cultural resource effects or substantial increases in the severity of <br />previously identified cultural resource effects. The construction activities identified in the <br />Redevelopment EIR will not substantially differ with the proposed Project, and thus, no incremental <br />increase in the potential disturbance of subsurface cultural resources will occur. <br /> <br />Finding <br /> <br />The Redevelopment Agency Board finds that changes or alterations have been incorporated into the <br />Project which mitigate or avoid the significant cultural resource impacts to a point where clearly no <br />significant environmental effect would occur, and there is no substantial evidence in light of the whole <br />record before the Redevelopment Agency Board that the Project, as revised, may have a significant <br />environmental effect. <br /> <br />Facts in Support of Finding <br /> <br />FRANKLIN STREET PROJECT -9- Findings <br /> RD99-21 <br /> <br /> <br />
