The City has adopted Mitigation Measures 41-1 and 41-2, identified on page 41-3 of the Redevelopment <br />EIR, to ensure potential cultural resource impacts associated with buildout of the Second Amendment <br />area are reduced to less than significant and New Mitigation Measures 1 through 3, identified on pages <br />3-12 through 3-16 of the Initial Study, to ensure potential cultural resources impacts associated with the <br />proposed Project are reduced to less than significant. <br />Implementation of these measures will minimize any adverse impacts that could occur to subsurface <br />cultural resources. Because adverse cultural resource impacts will be avoided with implementation of <br />these mitigation measures, no significant cultural resource impacts will occur with site redevelopment. <br /> <br />HAZARDS AND HAZARDOUS MATERIALS (Section VII) <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact <br /> <br />The Franklin Street Area Plan EIR evaluated the potential impacts associated with historic site <br />contamination and the use of hazardous materials in the existing commercial operations. Construction <br />activities, including excavation and grading of site soils, were determined to cause the release of toxics <br />and hazardous materials that exist in the soil and/or groundwater of contaminated parcels. These <br />construction activities were determined to adversely affect construction workers and others in and <br />around the Project Site exposed to the hazardous materials. The EIR also identified the potential for <br />residents to be exposed to toxics and hazardous materials in the long-term. The EIR concluded that <br />the hazardous materials impacts associated with redevelopment of the Project Site would be considered <br />significant. The City considered the merits of the Redevelopment Plan in light of the significant <br />hazardous material impacts during the approval process for the Plan. <br /> <br />The proposed Project will not include any changes in the previously evaluated redevelopment activities <br />that will cause any new significant hazardous material effects or substantial increases in the severity of <br />previously identified hazardous material effects. However, the Initial Study and Mitigated Negative <br />Declaration did conclude that in addition to documented and potential contamination related to <br />underground tanks and existing operations on the Project Site, there are documented sources of <br />groundwater contamination in, on, and under properties in proximity to the Project Site.l These <br />sources of contamination may result in significant impacts to the Project Site, unless such contamination <br />is appropriately remediated.
