the merits of the Franklin Street Area Plan in light of the significant and unavoidable population <br />impacts during the approval process for the Plan. <br /> <br />The proposed Project will not include any changes in the previously evaluated redevelopment activities <br />that will cause any new significant population or housing effects or substantial increases in the severity <br />of previously identified effects. The proposed Project will include fewer residential units (506 vs. 527) <br />than identified in the Franklin Street Area Plan and will construct less than 6 percent of the commercial <br />development anticipated in the Second Amendment area. For this reason, the incremental population <br />and housing impacts of the proposed Project are not considered significant. <br /> <br />Although significant and unavoidable population impacts were identified in the Franklin Street Area <br />Plan EIR, the Redevelopment Agency Board finds that changes or alterations have been incorporated <br />into the Project which mitigate or avoid the significant population and housing impacts to a point where <br />clearly no significant environmental effect would occur, and there is no substantial evidence in light of <br />the whole record before the Redevelopment Agency Board that the Project, as revised, may have a <br />significant environmental effect. <br /> <br />Facts in Support of Finding <br /> <br />The City has adopted Mitigation Measure 4D-l, identified on page 4D-7 of the Redevelopment EIR, to <br />ensure potential housing impacts associated with buildout of the Second Amendment area are reduced <br />to less than significant, and Mitigation Measures 1-1 through 1-5 of the Franklin Street Area Plan, <br />identified on page 3-34 of thc Initial Study, to reduce the severity of population and housing impacts. <br /> <br />The proposed Project does not include any changes in the previously evaluated redevelopment activities <br />that cause any new significant population effects or substantial increases in the severity of previously <br />identified population effects. In addition, the mitigation measures identified above have been integrated <br />into the Project design. The proposed Project includes the amalgamation of parcels into a larger and <br />more functional residential building block that will include a mix of residential and commercial uses <br />with the commercial areas located along the E1 Camino Real frontage. The Project will include a 15 <br />percent affordable housing component that will consist of 76 affordable housing units. Vehicle access <br />to the site will be improved by adding additional roadway connections to E1 Camino Real and Franklin <br />Street, realigning the Maple Street approach to El Camino Real, and including land use and design <br />features that promote alternative modes of transportation. The Project itself is a dense mixed use <br />development, with housing located within walking distance of a major retail activity center. The <br />Project is expected to economically benefit the downtown area and other surrounding commercial use <br />areas. The Project's residential uses will also be compatible with the existing residential uses in the <br />surrounding area. <br /> <br />No incremental increase in the population and housing impacts identified in the Redevelopment FIR <br />and the Franklin Street Area Plan EIR will occur with implementation of the Project. The Project will <br />actually have fewer residents than identified in the Area Plan. The Area Plan indicated that 21 <br />residential units would remain in the 17-acre site in addition to the 506 new residential units whereas <br />the Project would only include the 506 new residential units. <br /> <br />Implementation of the measures identified above will minimize any adverse population and housing <br />impacts that could occur with site redevelopment.
