ensure a mixed-use development that is well integrated into the local area. Because adverse population <br /> and housing impacts will be avoided with implementation of these mitigation measures and because <br />-- fewer people would reside on the Project Site with the proposed Project than anticipated in the Franklin <br /> Street Area Plan, the proposed Project will not increase the severity of previously identified significant <br /> population impacts. <br /> <br /> PUBLIC SERVICES (Section XIII) <br /> <br /> SIGNIFICANT EFFECT <br /> <br /> Impact <br /> <br /> The Redevelopment EIR evaluated the fire protection impacts anticipated with redevelopment of the <br /> Project Site. The Redevelopment EIR concluded that buildout of the Second Amendment area would <br /> require addition fire protection resources. The increased demand for fire protection services was <br /> considered significant. <br /> <br /> The Franklin Street Area Plan EIR also evaluated the fire protection impacts anticipated with <br /> redevelopment of the Project Site. The EIR estimated that redevelopment would result in an increase in <br /> requests for service, particularly emergency life support service. However, the EIR concluded that this <br /> increase in service calls would not require the hiring of additional firefighters or the significant <br /> acquisition of additional equipment. The EIR also identified site access as an existing constraint. Fire <br /> trucks accessing the Project Site from the Fire Department's Station 9 must cross the CalTrain railroad <br /> tracks in order to access the interior of the Project Site. The fire trucks must greatly reduce speed <br /> when crossing the tracks or risk damage to the fire equipment. Also, fire trucks occasionally <br /> experience train-related delays at the Jefferson Avenue railroad track crossing. The Franklin Street <br /> Area Plan concluded that fire protection impacts would be considered significant. The City considered <br /> the merits of the Redevelopment Plan and the Franklin Street Area Plan in light of the significant fire <br /> protection impacts during the approval process for the Plan. <br /> <br /> The proposed Project will not include any changes in the previously evaluated redevelopment activities <br /> that will cause any new significant fire protection effects or substantial increases in the severity of <br /> previously identified fire protection effects. Because the Jefferson Avenue underpass is due to be <br /> completed prior to Project occupation, fire trucks would not be delayed in accessing the site. For this <br /> reason, the incremental fire protection impacts of the proposed Project are not considered significant. <br /> <br /> Finding <br /> <br /> The Redevelopment Agency Board finds that changes or alterations have been incorporated into the <br /> Project which mitigate or avoid the significant fire protection impacts to a point where clearly no <br /> significant environmental effect would occur, and there is no substantial evidence in light of the whole <br /> record before the Redevelopment Agency Board that the Project, as revised, may have a significant <br /> environmental effect. <br /> <br /> FRANKLIN STREET PROJECT -14- Findings <br /> RD99-21 <br /> <br /> <br />
