Facts in Support of Finding <br /> <br />The City has adopted Mitigation Measure 4F-l, identified on page 4F4 of the Redevelopment EIR, to <br />ensure potential fire protection impacts associated with buildout of the Second Amendment area are <br />reduced to less than significant, and Mitigation Measures 34 and 3-5 of the Franklin Street Area Plan <br />EIR, identified on page 3-37 of the Initial Study, to ensure potential fire protection impacts of the <br />proposed Project remain less than significant. <br /> <br />Implementation of these measures will ensure fire protection impacts are reduced to less than <br />significant. The effect of these measures will be to minimize the Project Site's fire hazards during <br />construction and following occupation. The proposed Project will not include any changes in the <br />previously evaluated redevelopment activities that will cause any new significant fire protection effects <br />or substantial increases in the severity of previously identified fire protection effects. <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact <br /> <br />The Redevelopment EIR evaluated the police protection impacts anticipated with redevelopment of the <br />Project Site. The Redevelopment EIR concluded that buildout of the Second Amendment area would <br />require addition police protection resources. The increased demand for police protection services was <br />considered significant. <br /> <br />The Franklin Street Area Plan EIR also evaluated the police protection demands anticipated with <br />redevelopment of the Project Site. The EIR estimated that redevelopment would result in a moderate to <br />substantial increase in the demand on the Redwood City Police Department within the Project area. <br />The Police Department estimated that subsequent to completion of redevelopment activities, the number <br />of service calls would increase by several times the number of calls received from the Project area <br />prior to redevelopment. However, according to the EIR, the Police Department did not identify the <br />need to hire additional personnel to accommodate this increase. The Franklin Street Area Plan <br />concluded that police protection impacts would be considered significant. The City considered the <br />merits of the Redevelopment Plan and the Franklin Street Area Plan in light of the significant police <br />protection impacts during the approval process for the Plan. <br /> <br />The proposed Project will not include any changes in the previously evaluated redevelopment activities <br />that will cause any new significant police protection effects or substantial increases in the severity of <br />previously identified police protection effects. Because the Jefferson Avenue underpass is due to be <br />completed prior to Project occupation, police vehicles would not be delayed in accessing the site. For <br />this reason, the incremental police protection impacts of the proposed Project are not considered <br />significant. <br /> <br />Finding <br /> <br />The Redevelopment Agency Board finds that changes or alterations have been incorporated into the <br />Project which mitigate or avoid the significant police protection impacts to a point where clearly no <br />significant environmental effect would occur, and there is no substantial evidence in light of the whole <br />record before the Redevelopment Agency Board that the Project, as revised, may have a significant <br />environmental effect. <br /> <br />FRANKLIN STREET PROJECT -15- Findings <br /> RD99-21 <br /> <br /> <br />
