Facts in Support of Finding <br /> <br />The City has adopted Mitigation Measure 4F-l, identified on page 4F-2 of the Redevelopment EIR, to <br />ensure potential police protection impacts associated with buildont of the Second Amendment area are <br />reduced to less than significant, and Mitigation Measures 3-2 and 3-3 of the Franklin Street Area Plan <br />EIR, identified on page 3-38 of the Initial Study, to ensure potential police protection impacts of the <br />proposed Project remain less than significant. <br /> <br />Implementation of these measures will ensure police protection impacts are reduced to less than <br />significant. The effect of these measures will be to minimize the Project Site's police protection <br />demands. The proposed Project would not include any changes in the previously evaluated <br />redevelopment activities that will cause any new significant police protection effects or substantial <br />increases in the severity of previously identified police protection effects. <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact <br /> <br />The Redevelopment EIR evaluated the school impacts anticipated with redevelopment of the Project <br />Site. The Redevelopment EIR concluded that buildout of the Second Amendment area would require <br />addition school personnel and facilities. The increased demand for school services was considered <br />significant. <br /> <br />The Franklin Street Area Plan EIR evaluated the school facility impacts anticipated with redevelopment <br />of the Project Site. The EIR estimated that over the ten years following completion of the <br />redevelopment activities on the Project Site, as many as 88 new K-8 students in the Redwood City <br />School District and 17 new high school students in the Sequoia Union High School District would be <br />expected. Also, the EIR stated that because the Hoover Elementary School is located across Woodside <br />Road (State Route 84) south of the Project Site and the McKinley Elementary School is located across <br />El Camino Real (State Route 82) to the west, school busing of students would likely be required by the <br />Redwood City School District to ensure student safety. The Franklin Street Area Plan concluded that <br />school impacts would be considered significant. The City considered the merits of the Redevelopment <br />Plan and the Franklin Street Area Plan in light of the significant school impacts during the approval <br />process for the Plan. <br /> <br />The proposed Project will not include any changes in the previously evaluated redevelopment activities <br />that will cause any new significant school effects or substantial increases in the severity of previously <br />identified school effects. Slightly fewer students would be generated from the site than anticipated in <br />the Franklin Street Area Plan because the 21-unit apartment complex to be removed with Project <br />implementation was expected to remain. For this reason, the incremental school impacts of the <br />proposed Project are not considered significant. <br /> <br />Finding <br /> <br />The Redevelopment Agency Board finds that changes or alterations have been incorporated into the <br />Project which mitigate or avoid the significant school impacts to a point where clearly no significant <br />environmental effect would occur, and there is no substantial evidence in light of the whole record <br /> <br />FRANKLIN STREET PROJECT -16- Findings <br /> RD99-21 <br /> <br /> <br />
