before the Redevelopment Agency Board that the Project, as revised, may have a significant <br />environmental effect. <br /> <br />Facts in Support of Finding <br /> <br />The City has adopted Mitigation Measure 4F-I, identified on page 4F-7 of the Redevelopment EIR and <br />Mitigation Measures 3-6 and 3-7 of the Franklin Street Area Plan EIR, identified on page 3-38 of the <br />Initial Study, to ensure school protection impacts of the proposed Project are reduced to less than <br />significant. <br /> <br />With implementation of these measures, the EIR concluded that school impacts of the proposed Project <br />would remain less than significant. School enrollment has increased in the Redwood City School <br />District and the Sequoia Union High School District since 1995. The Franklin Street Area Plan EIR <br />identified a district-wide enrollment of 8,407 students for the Redwood City School District and 6,668 <br />students for the Sequoia Union High School District. Current district-wide enrollment numbers include <br />9,204 students for the Redwood City School District and 7,072 students for the Sequoia Union High <br />School District. Student enrollment is projected to decline in the Redwood City School District after <br />the year 2000 (Gardetto, pets. comm.). Although both of these school districts are generally at their <br />capacity, a $44 million school bond measure was passed in 1997 that is intended to modernize existing <br />facilities and provide additional classroom space to accommodate future growth (Gardetto, pers. <br />comm.). Construction of new facilities is expected to commence in June 1999 for the Redwood City <br />School District and some modernization has already occurred at the high school level. These planned <br />improvements will help in accommodating any new students generated from the proposed Project. In <br />addition, the Project developers will be required to pay school impact fees consistent with the <br />requirements of Proposition lA. <br /> <br />The proposed Project does not include any changes in the previously evaluated redevelopment activities <br />that will cause any new significant school effects or substantial increases in the severity of previously <br />identified school effects. The student generation anticipated with the proposed Project will be slightly <br />less than anticipated in the Franklin Street Area Plan EIR because the number of residential units is less <br />(506 vs. 527). No students are anticipated to be generated by the commercial uses. <br /> <br />TRANSPORTATION/TRAFFIC (Section XV) <br /> <br />SIGNIFICANT EFFECT <br /> <br />hnpact <br /> <br />The Redevelopment EIR evaluated the transportation/traffic impacts anticipated with redevelopment of <br />the Project Site. The Redevelopment EIR concluded that buildout of the Second Amendment area <br />would result in a net increase of 1,745 p.m. peak hour vehicles that would adversely affect 5 of the 11 <br />intersections studied. These impacts were considered significant and unavoidable. The City considered <br />the merits of the Redevelopment Plan in light of the significant and unavoidable transportation/traffic <br />impacts during the approval process for the Plan. <br /> <br />FRANKLIN STREET PROJECT -17- Findings <br /> RD99-21 <br /> <br /> <br />
