Finding <br /> <br /> The Redevelopment Agency Board finds that changes or alterations have been incorporated into the <br /> Project which mitigate or avoid the transportation/traffic impacts to a point where clearly no significant <br /> environmental effect would occur, and there is no substantial evidence in light of the whole record <br /> before the Redevelopment Agency Board that the Project, as revised, may have a significant <br /> environmental effect. <br /> <br /> Facts in Support of Finding <br /> <br /> The City has adopted New Mitigation Measure 7, identified on page 3-46 of the Initial Study, to ensure <br /> potential transportation/traffic impacts of the proposed Project remain less than significant. <br /> <br /> Implementation of this mitigation measure will ensure potential bicycle facility impacts remain less than <br /> significant. <br /> <br /> SIGNIFICANT EFFECT <br /> <br /> hnpact <br /> <br /> For the propose Project, the Initial Study concluded that the Project may generate demand for bicycle <br /> travel off-site, for which there are inadequate facilities. However, even if the Project provided bike <br /> lanes on adjacent streets, the lanes would be discontinuous without connection to regional facilities and <br /> provide marginal benefit, and possibly create a false impression of adequate bicycle facilities only to <br />-- terminate outside of the Project's boundaries.
