UTILITIES AND SERVICE SYSTEMS (Section XVI) <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact <br /> <br />The Redevelopment EIR evaluated the sanitary sewer impacts anticipated with redevelopment of the <br />Second Amendment area. The Redevelopment EIR concluded that buildout of the Second Amendment <br />area would require sanitary sewer improvements. These improvements would result in significant <br />impacts. <br /> <br />The Franklin Street Area Plan EIR also evaluated the sanitary sewer impacts anticipated with <br />redevelopment of the Project Site. Temporary traffic, air quality and noise impacts were anticipated in <br />the Franklin Street Area Plan EIR in association with the sewer system relocations, additions and <br />improvements. The EIR stated that during construction, traffic could be inconvenienced and require <br />detours; air quality standards could be exceeded if bare soil was left exposed and construction vehicles <br />were in operation; and community noise standards may be exceeded during operation of construction <br />vehicles and equipment. These impacts were identified as temporary in time and local in nature, but <br />without mitigation, the EIR concluded they would be considered significant. The City considered the <br />merits of the Redevelopment Plan and the Franklin Street Area Plan in light of the significant sanitary <br />sewer impacts during the approval process for the Plan. <br /> <br />The proposed Project will not include any changes in the previously evaluated redevelopment activities <br />that will cause any new significant sanitary sewer effects or substantial increases in the severity of <br />previously identified effects. For this reason, the incremental sanitary sewer impacts of the proposed <br />Project are not considered significant. <br /> <br />Finding <br /> <br /> The Redevelopment Agency Board finds that changes or alterations have been incorporated into the <br /> Project which mitigate or avoid the significant wastewater impacts to a point where clearly no <br /> significant environmental effect would occur, and there is no substantial evidence in light of the whole <br /> record before the Redevelopment Agency Board that the Project, as revised, may have a significant <br /> environmental effect. <br /> <br /> Facts in Support of Finding <br /> <br /> The City has adopted Mitigation Measure 1, identified on page 4F-15 of the Redevelopment EIR, and <br /> Mitigation Measure 3-1, identified on page 3-52 of the Initial Study, to ensure sanitary sewer impacts <br /> associated with the proposed Project remain less than significant. <br /> <br /> Implementation of this measure will ensure wastewater impacts associated with the Franklin Street <br /> Project are reduced to less than significant. The proposed Project would not include any changes in the <br /> previously evaluated redevelopment activities that will cause any new significant wastewater effects or <br /> substantial increases in the severity of previously identified wastewater effects. <br /> <br /> FRANKLIN STREET PROJECT -20- Findings <br /> RD99-21 <br /> <br /> <br />
