WHEREAS, this Agency has reviewed and considered the information contained in the Redevelopment Plan EIR, the Franklin Street Area Plan EIR, the Initial Study and Tiered Franklin MND, City and Agency staff reports pertaining to the Project, and all evidence received at the duly noticed public hearings and all of these documents and evidence are hereby incorporated by reference into this Resolution; NOW, THEREFORE, BE IT RESOLVED BY THE REDEVELOPMENT AGENCY OF THE CITY OF REDWOOD CITY AS FOLLOWS: 1. This Agency, in its capacity as the lead agency under CEQA with respect to the Initial Study and Mitigated Negative Declaration for the Franklin Street Project, hereby adopts the Tiered Franklin MND as complete and in compliance with CEQA, and concludes that the Tiered Franklin MND was presented to the Agency and that this Agency reviewed and considered the information contained in the Tiered Franklin MND before adopting said Tiered Franklin MND. 2. This Agency, in its capacity of lead agency under CEQA, hereby identifies the significant effects, adopts the mitigation measures, adopts the monitoring program to be implemented for each mitigation measure and makes the findings set forth in detail in the attached Exhibit "A", incorporated herein by reference. The statements, findings and determinations set forth in Exhibit "A" are based on the adopted Final Tiered Franklin MND and other information available to the Agency. 3. This Agency hereby finds, on the basis of the whole record before it (including the Initial Study and any comments received), that there is not substantial evidence that the Franklin Street Project will have a significant effect on the environment and that the Tiered Franklin MND refiects this Agency's independent judgment and analysis. 4.
