FINDINGS OF FACT FOR THE FRANKLIN STREET PROJECT <br /> <br /> STATEMENT OF FINDINGS <br /> <br />INTRODUCTION <br /> <br />The following represents the findings, pursuant to Public Resources Code §21081 and the California <br />Environmental Quality Act (CEQA) Guidelines Title 14 California Code of Regulations §15091, by the <br />Redevelopment Agency Board for the Franklin Street Project (the "Project") in the City of Redwood <br />City. <br /> <br />FRANKLIN STREET PROJECT OVERVIEW <br /> <br />The Project is located within a 17-acre site bounded by Jefferson Avenue to the north, the Caltrain <br />tracks to the east, Maple Street to the south, and E1 Camino Real to the west within the City of <br />Redwood City (the "Project Site"). The Project Site is located within the boundaries of the 1,017-acre <br />City of Redwood City Redevelopment Project Area No. 2 (the Redevelopment Project Area) and the <br />25-acre Franklin Street Area Plan area. Redevelopment of the Project Site would include a mix of <br />residential and commercial uses consistent with the goals and policies of the Redevelopment Plan for <br />Redevelopment Project Area No. 2 and the Franklin Street Area Plan. The Franklin Street Area Plan <br />serves as the primary land use and regulatory guide for redevelopment of the Project Site. <br /> <br />The Project will be subject to disposition and development agreements, Planned Development (PD) <br />permits, vesting tentative maps ("VTMs"), and other permits and approvals necessary for the <br />development of approximately 506 dwelling units, approximately 45,370 square feet of new <br />commercial/retail space, approximately 35,000 square feet of replacement commercial/warehouse <br />space, and ancillary amenities. In addition, one of the Project applicants may enter into a development <br />agreement with the City of Redwood City. <br /> <br />REDEVELOPMENT PROJECT EIR <br /> <br />Redevelopment of the Project Site was previously evaluated in the Proposed Second Amendment to the <br />City of Redwood City Redevelopment Project No. 2 Environmental Impact Report prepared for the <br />Redwood City Redevelopment Agency by Planning Analysis & Development in November 1989 <br />("Redevelopment EIR"). On November 20, 1989, the Redevelopment Agency Board and the City <br />certified the Redevelopment EIR. On December 4, 1989, the Redevelopment Agency Board and the <br />City adopted findings, established a reporting and monitoring program, and adopted a statement of <br />overriding considerations for the significant and unavoidable impacts anticipated with the proposed <br />Project. <br /> <br />In December 1989, the City adopted the Second Amendment to the City of Redwood City <br />Redevelopment Project No. 2 (Second Amendment). The Second Amendment expanded the City's <br />original redevelopment area by approximately 680 acres for a total of 1,017 acres. The Second <br />Amendment area is located in the northeastern portion of the City and is generally bounded by Whipple <br />Avenue on the north, .Charter Street on the south, E1 Camino Real on the west and Veteran's Boulevard <br />on the east. Development anticipated within the Second Amendment area during the 20-year time <br />frame of the General Plan included 140,200 square feet of office space, 155,000 square feet of retail <br />space, 459,800 square feet of research and development space, 476 residential units and 200 parking <br /> <br />FRANKLIN STREET PROJECT -1- Findings <br /> RD99-21 <br /> <br /> <br />
