NOW, THEREFORE, IT IS FOUND, DETERMINED, RESOLVED AND ORDERED AS <br />FOLLOWS: <br /> <br /> 1. The real property to be acquired is described in Exhibit A, attached hereto and <br /> <br />incorporated by reference herein; Exhibit B, attached hereto and incorporated by reference, contains a <br />diagrammatic illustration of the real property of which the property described in Exhibit A constitute a <br />portion; <br /> <br /> 2. The public interest and necessity require the implementation of the Redevelopment Plan <br /> <br />and the Project, said Project being part of the Redevelopment Plan, a public use. <br /> <br /> 3. Said Redevelopment Plan and Project is planned and located in the manner that will be <br /> <br />most compatible with the greatest public good and the least private injury; that said Project will <br />eliminate blight and improve general conditions thus benefiting the general public as well as further the <br />purposes of the Redevelopment Plan. No other reasonable means of financing the acquisition and <br />construction are available to the community and that the aforesaid use to which the property is to be <br />applied, i.e., for redevelopment purposes, is a use authorized by law. <br /> <br /> 4. The public interest and necessity require the acquisition of the real property described in <br /> <br />said Exhibit A, and the taking of said real property is necessary for the construction, completion and <br />implementation of the Project, and it is hereby directed that said real property described in said Exhibit <br />A be acquired by the Agency by eminent domain proceedings as hereinafter set forth. <br /> <br /> 5. The redevelopment of the property as described herein is in accordance with said <br /> <br />Community Redevelopment Law of the State of California and the Redevelopment Plan which finds <br />that a detriment to the safety, health and morals of the people exists because of the condition, design <br />and arrangement, and the clearance and elimination of blight, both physical and/or economic, is <br />therefore required. <br /> <br /> 6. The Redevelopment Plan and Project for which the real property described in Exhibit A <br /> <br />is being acquired is within the scope of the Final Environmental Impact Report certified which <br />adequately addresses and analyzes the Project for purposes of CEQA. <br /> <br /> 7. The Agency has complied with the environmental review process under the provisions <br /> <br /> (page 3 of 5) 00-50 <br /> <br /> <br />
