been extended by an amendment thereto adopted May 22, 2000, and by a further <br />amendment thereto adopted October 23, 2000; and <br /> <br /> WHEREAS, Agency and the City of Redwood City ("City") undertook <br />negotiation with the Developer of the terms of a DDA for the retail cinema <br />project; and <br /> <br /> WHEREAS, City and the Agency, or about September 1999, engaged the <br />environmental consulting fi~Yn of Mundie & Associates to conduct an <br />environmental review of the proposed project in compliance with the California <br />Environmental Quality Act (Public Resources Code Section 21000, et seq.) <br />("CEQA') and prepare an administrative draft and final Environmental Impact <br />Report for the "Downtown Mixed-Use Retail/Cinema Project"; and <br /> <br /> WHEREAS, the Developer, in furtherance of negotiations for a DDA, <br />submitted a project proposal, on or about November 1999, which provided for a <br />project on the Project Site which would allow development of the following land <br /> <br />uses: <br /> <br />· On Block 1: Mixed-use building containing approximately 80,000 <br /> square feet of retail stores and a multiplex cinema. The cinema <br /> component of the project would have a total of 4,500 seats in 20 theater <br /> spaces. <br />· On Block 2: Parking structure containing approximately 988 <br /> parking spaces on five parking levels, including one level below ground, <br /> one level at grade, and three levels above grade. The structure would also <br /> contain 35,000 square feet of retail space in a specialty foods market at the <br /> corner of Jefferson Avenue and Middlefield Road, and 1,860 square feet of <br /> other retail space facing Winslow Street.
