H. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> August 22, 2011 <br /> SUBJECT <br /> Multi-agency Agreement for the "Making the Last Mile Connection" Pilot Program <br /> RECOMMENDATION <br /> By motion, authorize the City Manager to execute a Memorandum of Understanding <br /> (MOU) with the San Mateo County Transit District, the Peninsula Traffic Congestion <br /> Relief Alliance, and San Mateo County for the purpose of implementing the "Making the <br /> Last Mile Connection" Pilot Program. <br /> BACKGROUND <br /> Federal funding from the Congestion Mitigation and Air Quality Improvement Program <br /> (CMAQ) has been made available for the "Making the Last Mile Connection" ("Last <br /> Mile") pilot program in Redwood City, through the Metropolitan Transportation <br /> Commission's (MTC) OneBayArea Climate Initiatives Program. The Climate Initiatives <br /> Program is aimed at implementing innovative projects that will reduce greenhouse gas <br /> emissions and that can be replicated on a larger scale in the region. <br /> In 2010 Redwood City's Environmental Initiatives Manager and the Deputy County <br /> Manager prepared a joint Letter of Interest to MTC to implement a transportation <br /> demand management (TDM) program for public employees. Several Letters of Interest <br /> were submitted to MTC from entities interested in implementing TDM programs, and <br /> grant applicants were asked to work together in a collaborative environment. The San <br /> Mateo County Transit District (Transit District) proposed implementing a suite of TDM <br /> strategies in the City of Redwood City for residents, employers, and employees to test <br /> the contribution that TDM can make toward the regional Sustainable Communities <br /> Strategies. <br /> The Transit District is the lead agency administering the $1.487 million in federal grant <br /> funds for this two-year demonstration project, in partnership with the Peninsula Traffic <br /> Congestion Relief Alliance (Alliance), the County of San Mateo (County), and the City of <br /> Redwood City. The Transit District will lead the overall project management, <br /> coordination, and administration of the project. Specific project components (and <br /> respective lead agencies) include: <br /> • Car share (lead: Transit District) <br /> • Short-distance vanpool (lead: Alliance) <br /> • Telework and flex schedules for County employees (lead: County) <br />
