H. - Page 2 <br /> • Residential and employer/employee targeted marketing (leads: Transit District <br /> and Alliance) <br /> Car share pods will be located at the Redwood City Caltrain Station and two sites in <br /> Downtown Redwood City to be determined. Short-distance vanpools will travel from the <br /> Redwood City Caltrain Station and residential sites to work sites that are not accessible <br /> by or time-competitive with existing transit service and/or shuttle routes. Residential <br /> and employer/employee targeted marketing of the vanpool and car share programs will <br /> be directed to residents, employers, and employees in Redwood City, including City and <br /> County employees as appropriate. The County telework and flex schedule programs <br /> will be implemented for and marketed to County employees only <br /> Information for the following related programs will be incorporated into the Last Mile <br /> targeted marketing materials to take advantage of efficiencies where possible: the <br /> Regional Bicycle Share Pilot Program, the Electric Vehicle Charging Station program, <br /> and existing TDM strategies and incentives currently marketed by the project partners. <br /> However, the project does not require the planning or implementation of marketing <br /> events specific to these related programs. <br /> Redwood City's role is to provide support and assistance as needed for project planning <br /> and implementation including review of project proposals, agreements, and marketing <br /> materials. The Transit District will coordinate with City staff regarding the location and <br /> preparation of car share pod sites, and the Alliance will work with City staff to conduct <br /> outreach to the community. <br /> Redwood City's contribution is comprised primarily of staff time to attend project <br /> meetings, review and edit project documents, provide input and recommendations, and <br /> evaluate potential car share pod sites. This contribution will be "in-kind" staff time only, <br /> with no matching funds. Up to $2,960 of additional staff time may be reimbursed with <br /> grant funds. <br /> ALTERNATIVES <br /> Council may choose to not authorize the Memorandum of Understanding and direct <br /> staff to withdraw from the "Making the Last Mile Connection" Pilot Program. <br /> FISCAL IMPACT <br /> Redwood City's participation will require a minimum of 250 hours to implement the pilot <br /> project. This effort requires expertise from Engineering, Planning, Public <br /> Communications, Attorney, and other departments. Actual time may increase <br /> depending on unforeseen project demands and challenges. Participation in the project <br /> provides for more direct input and influence related to marketing materials and location <br /> of the car share pods. <br /> ENVIRONMENTAL REVIEW Approval of the MOU is not a project subject to the California <br /> Environmental Quality Act ("CEQA") or the National Environmental Policy Act ("NEPA") <br />
