6.1.1. - Page 1
RE PO RT
To the Honorable Mayor and City Council
From the City Manager
August 22, 2011
SUBJECT
Award of Contract — 2011-2012 Watermain Replacement Project
RECOMMENDATION
Approve, by motion, the contract documents and award the standard form agreement
contained therein for the 2011-2012 Watermain Replacement Project to Shaw Pipeline,
Inc. of San Francisco, for their responsive and responsible low bid of $790,200.00 and
authorize the City Manager to increase the contract amount, if necessary, up to 10% of
the amount awarded, not to exceed $869,220.00.
BACKGROUND
The city systematically replaces sections of aging watermain infrastructure to ensure the
continued reliability of the system and to provide for improved fire protection. Annually,
staff from Engineering and Transportation and Public Works Services departments
identifies pipeline sections that have had service disruptions, excessive maintenance
requirements, or capacity limitations, and target those sections for replacement. This
year, the 2011-2012 Watermain Replacement Project will replace approximately 4,640
linear feet of deteriorated cast iron water pipeline (distribution and transmission
systems) with more durable PVC pipe. In project areas on Goodwin, Truman, Poplar
and a portion of Junipero, existing 6-inch and 8-inch cast iron pipe will be replaced with
12-inch PVC to serve as arterial mains. On Oak and the remaining portion of Junipero,
existing 6-inch and 8-inch cast iron pipe will be replaced with 8-inch PVC to serve as
distribution mains. Lateral service connections (155) and existing fire hydrants (6) will
be replaced, in addition to improvements to the system to protect water quality. Please
see attached project location map.
The fourteen (14) bids received at the bid opening on July 20, 2011, are summarized in
the table below.
Bidder Bid Amount
Shaw Pipeline, Inc. — San Francisco $790,200.00
Bay Pacific Pipelines, Inc. — Novato 819,500.00
K.J. Woods Construction, Inc. — San Francisco 844,000.00
Northern Underground Construction, Inc. — San Jose 887,043.00
