6.1.J. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> August 22, 2011 <br /> SUBJECT <br /> Award of Contract - Redwood City Recycled Water Project — Phase I— Redwood <br /> Shores Customer Site Retrofits — Bid Package 5 <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the contract for the Redwood <br /> City Recycled Water Project — Phase I— Redwood Shores Customer Site Retrofits — Bid <br /> Package 5 Project to the lowest responsible bidder, ValleyCrest Landscape <br /> Maintenance, Inc. of San Jose, for their responsive and responsible low bid of <br /> $349,375.52 and authorize the City Manager to increase the contract amount up to 10% <br /> if necessary, not to exceed $384,313. <br /> BACKGROUND <br /> In August 2003, the City Council approved a broadly defined, flexible recycled water <br /> project, filed a California Environmental Quality Act Notice of Determination, and formed <br /> a citizen community task force to provide input. In March 2004, the City Council <br /> accepted the Task Force Report and directed staff to define a course of action to <br /> implement the project. <br /> Phase 1 of the Redwood City Recycled Water Project has been designed and built in <br /> smaller, discrete projects over the past several years. Delivery of recycled water was <br /> first available in Redwood Shores for the 2007 irrigation season. Phase 1(east of <br /> Highway 101) includes creating the distribution system as well as smaller projects that <br /> adapt customer sites for recycled water use. The distribution system piping of Phase 1 <br /> was fully constructed in 2010. Smaller "customer site retrofit" projects will continue <br /> throughout the year. Major components of Phase 1 of the continuing project are as <br /> follow: <br /> Treatment improvements consisting of Status: 100% complete and in service. <br /> filter modifications, chemical feed addition <br /> and filtered water line at the SBSA site — <br /> owned and operated by South Bayside <br /> System Authority (SBSA). <br /> Disinfection facilitv consisting of new Status: 100% complete and in service. <br /> chlorine contact chambers at the SBSA <br /> site — owned by the city and operated by <br /> SBSA. <br />
