This project <br /> converts 27 existing irrigation systems at 15 subdivision sites that currently use potable <br /> water to recycled water. Out of the above, five existing irrigation systems at five <br /> subdivision sites are classified as alternate bid items because their designs required <br /> additional review and approval from the California State Department of Public Health. <br /> The work to convert these sites may be deducted from the contract scope if the State <br /> Department of Public Health requires costly alternate design features. Staff <br /> attributes this variance to a highly competitive bidding environment due to the current <br /> economic climate. Based on the bids received, staff believes that the low bid of <br />
