6.1.J. - Page 3 <br /> $349,375.52 is reasonable and responsive, and recommends awarding the contract to <br /> ValleyCrest Landscape Maintenance, Inc. of San Jose. <br /> ALTERNATIVES <br /> Council may choose not to award the contract for the Redwood City Recycled Water <br /> Project — Phase 1— Redwood Shores Customer Site Retrofits — Bid Package 5 Project <br /> and direct staff to redesign and/or re-solicit bids for this project. <br /> FISCAL IMPACT <br /> Funds for the proposed construction contract are available from the Water Revenue <br /> Bond proceeds. The city has issued a series of Water Revenue Bonds totaling $72 <br /> million to finance Phase 1 of the Recycled Water Project. Available project funds, less <br /> unattributed interest, total $1,825,701.77 as of June 30, 2011. <br /> ENVIRONMENTAL REVIEW <br /> As the lead agency, City of Redwood City has determined that the Redwood City <br /> Recycled Water Project — Phase 1— Redwood Shores Customer Site Retrofits — Bid <br /> Package 5 meets the California Environmental Quality Act (CEQA) exemption criteria <br /> as set forth in Section15303 (D) (New Construction and Conversion of Small Utilities <br /> Structures) and Section 15302(C) (Replacement or Reconstruction of Existing Utilities) <br /> of the CEQA Regulations. Furthermore, this project has been designed compliant with <br /> the city's Engineering Standards and accepted practices. <br /> This project does not require a National Pollutant Discharge Elimination System <br /> (NPDES) General Permit for stormwater discharges associated with construction and <br /> land disturbance activities pursuant to Attachment A.2 of Order 2010-0014-DWQ which <br /> exempts projects to update existing lines and facilities. However, the proposed <br /> construction will employ stormwater pollution prevention best methods and practices. <br /> ��� �/ .� <br /> S.
