K. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> August 22, 2011 <br /> SUBJECT <br /> Award of Contract — Sanitary Sewer and Water Replacement Project (Redwood <br /> Avenue, Norman Court, and Ebener Street) <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract for <br /> the Sanitary Sewer and Water Replacement Project (Redwood Avenue, Norman Court, <br /> and Ebener Street) to Casey Construction, Inc. of Redwood City for their responsive <br /> and responsible low bid of $1,088,974.00 and authorize the City Manager to increase <br /> the contract amount, if necessary, up to 10% of the amount awarded, not to exceed <br /> $1,197,871. <br /> BACKGROUND <br /> The city systematically replaces sections of aging sewer and water infrastructure to <br /> ensure the continued reliability of the system. Each year, staff from Engineering and <br /> Public Works Services departments identifies pipelines that required excessive <br /> maintenance or experienced repeated service disruptions and target those pipelines for <br /> improvement. <br /> The city completed closed circuit television (CCTV) inspection of Sanitary Sewer Basin <br /> No. 8 in 2010. Staff reviewed the inspection videos and assessed the condition of the <br /> pipelines. Replacement of the sanitary sewer along Redwood Avenue and Norman <br /> Court was expedited due to numerous defects such as cracks and offset joints. <br /> Sanitary sewer and watermain projects will be performed concurrently at Norman Court <br /> as both systems at this location require replacement. Staff inerges sewer and water <br /> projects whenever possible to minimize disruption to neighborhoods. <br /> Completion of the sanitary sewer replacement will improve the condition and capacity of <br /> the collection system. This project will replace approximately 735 linear feet of 6-inch <br /> vitrified clay pipe (VCP) sewer main with new 8-inch polyvinyl chloride pipe (PVC), <br /> 4,210 linear feet of 8-inch VCP sewer main with new 10-inch PVC. Additionally, 375 <br /> linear feet of 2-inch water main along Norman Court will be replaced with 8-inch PVC. <br /> Twelve (12) bids were received at the bid opening on July 6, 2011 and are summarized <br /> below. <br />
