<br /> Substantiation: Casey Construction, Inc. is the lowest responsive and responsible bidder.
<br /> The low bid of $1,088,974.00 submitted by Casey Construction, Inc. is approximately
<br /> 18.9% lower than the engineer's estimate of $1,343,470. The bid for the sanitary sewer
<br /> portion of the work is $1,019,124.00 and water main is $69,850.00. Casey Construction,
<br /> Inc. has successfully completed similar projects in the past and is a qualified contractor.
<br /> Based on the bids received staff believes that the low bid is reasonable and
<br /> recommends awarding the contract to Casey Construction, Inc.
<br /> Construction is expected to begin in September 2011 and conclude within 120 calendar
<br /> days. The city will give notice to all residents and businesses that might be affected by
<br /> the construction. Additionally, the contractor is obligated to provide notice to area
<br /> residents and businesses two weeks prior to the start of work on each street and/or two
<br /> days prior to any interruption of sanitary sewer service. Signage that contains project
<br /> information will be posted at the construction sites and construction updates will be
<br /> available on the city's website.
<br /> ALTERNATIVES
<br /> Council may choose not to award the contract and direct staff to redesign and/or rebid
<br /> the project. Continued deterioration of the sewer and water systems in the project area
<br /> will increase replacement costs and may interrupt service, damage roadways and/or
<br /> private property.
<br /> FISCAL IMPACT
<br /> Funds for the general work of this project were approved and appropriated in the Fiscal
<br /> Year 2011 /12 budget as Sewer Fund Capital Projects -- Collection System
<br /> Replacement Program with an available balance of $1,092,910.19 and Water Fund
<br /> Capital Projects — Distribution System Replacement Program with an available balance
<br /> of $1,572,669.15. Balances are preliminary and as of August 3, 2011.
