Motion carried unanimously by voice vote. <br /> MINUTE ORDER 11-105 <br /> M/S Foust/Seybert to approve the first five bullet points from the slide (on file), but with <br /> further Council discussion, the motion was amended to approve retaining seven <br /> members on the Housing and Human Concerns Committee (HHCC) and eliminating <br /> seeking input from the Senior Affairs Commission and reducing the number of <br /> meetings. <br /> The five bullet points include: 1) making the HHCC a seven member body and a Council <br /> Advisory Committee, 2) meet quarterly, 3) convene CDBG and/or HSFA applicant <br /> review committee annually and biannually as applicable, 4) Emphasize focus on policy <br /> rather than implementation, 5) Recognize outside agencies as advocates of housing <br /> and human services. <br /> One Council Member asked the Chair of the HHCC to comment on the reduction of the <br /> members. Mr. Manuel urged the Council to keep the number at seven since it was <br /> recently reduced from nine to seven. He believed that with a lower number of inembers <br /> there was less diversity and less energy. <br /> One Council Member concurred with this assessment and he said that reducing it would <br /> be incongruent with recent Council actions of moving the Library Board from five to <br /> seven. The maker of the motion was willing to change the number from five to seven <br /> but she believes those that sign up for serving should self-police and assess their own <br /> level of commitment. Mayor Ira concurred with those comments and believed that goes <br /> for all the committees. Motion carried unanimously by voice vote. <br /> MINUTE ORDER 11-106 <br /> M/S Pierce/Bain to keep the Civic Cultural Commission as is. <br /> The maker of the motion urged Council to keep the Civic Cultural Commission (CCC) as <br /> a BCC. She believed this body added great value since, in her opinion, it helped save <br /> the Fox Theater, it has been around for 30 years, and it leverages large funds for the <br /> schools. In addition, she opined that the CCC invested greatly in downtown by bringing <br /> performers and attracting community members to events. Furthermore, the CCC <br /> started Redwood City International and they have become a magnet for people and this <br /> Council Member would not want the duties of the CCC to shift to staff. Another Council <br /> Member noted that it was important to focus on our identity and this would allow us to <br /> be more than a drone. He was not buying the numbers on the cost savings and he was <br /> not ready to make this change. He supported renaming it as the Arts and Culture <br /> Commission. This Council Member asked for an analysis of the cost benefit and he did <br /> feel like he got a clear answer on what the real savings were. The maker of the motion <br /> said that she thought the money was the focus, because that was the reason behind <br /> these actions. She would like to keep this as a Commission, but she also supported <br /> creating a foundation. <br /> Another Council Member noted that the function would be similar within the Arts and <br /> Culture Advisory Committee. This Council Member noted that the Library Board as <br /> Board also had a Foundation and this would be an ideal approach.
