C. - Page 20 <br /> 14.13.2 Effective October 1, 1991, an employee shall be eligible to receive reimbursement not to exceed <br /> six hundred and fifty dollars ($650.00) per fiscal year, are approved in advance of enrollment by <br /> the Human Resources Director and the Fire Chief, and the employee successfully completes <br /> such course submitted for reimbursement with a grade of "C" or better. The Educational <br /> Expense Reimbursement Program may be used for professional development workshops or <br /> seminars. <br /> 14.13.3 The Human Resources Director may establish standards and criteria and enact such rules, <br /> regulations, procedures and policies as are necessary or appropriate to implement the provisions <br /> of this Section 14.14. <br /> 14.14 Training <br /> The Human Resources Director is responsible for developing training programs in order to improve the <br /> efficiency and broaden the knowledge of employees in the performance of their duties. Successful <br /> completion of special training may be considered in making advancements and promotions. The <br /> Association may appoint a member to meet with the Human Resources Director to plan, evaluate and <br /> recommend training programs. <br /> 14.15 Licenses and Certificates <br /> Employees who are required by State or Federal agencies, or by job description, to be licensed or <br /> certificated shall be reimbursed for the fees for such license or certificate, including other DMV licenses <br /> above Class "C" required by the Department of Motor Vehicles. <br /> 14.16 Vacations <br /> 14.16.1 All COA unit members shall be entitled to vacation leave, with Fire Chief approval, from the <br /> commencement of their employment with the City. <br /> 14.16.2 The time during the calendar year at which a COA unit member shall take vacation shall be <br /> determined by the Fire Chief with due regard to the wishes of the unit member and with <br /> particular regard to the needs of the service. Preference of vacation date shall be given to <br /> employees according to their length of service in as reasonable manner as possible. <br /> 14.16.3 Full-time employees shall be entitled to annual vacation leave as follows: <br /> Employees shall accrue vacation at a rate (3.077) hours per pay period) that yields eighty (80) <br /> hours of vacation at the end of each year of service from the first year through the fourth year. <br /> After completion of the fourth year of service, employees shall accrue vacation at a rate (4.615 <br /> hours per pay period) that yields one hundred twenty (120) hours of vacation at the end of each <br /> year through the ninth year of service. After completion of the ninth year of service, employees <br /> shall accrue vacation at a rate (6.154 hours per pay period) that yields one hundred sixty (160) <br /> hours of vacation per year through the fourteenth year of service. After completion of the <br /> fourteenth year of service, employees shall accrue vacation at a rate (6.923 hours per pay <br /> period) that yields one hundred eighty (180) hours of vacation per year through the nineteenth <br /> year of service. After completion of the nineteenth year of service, employees shall accrue <br /> vacation at a rate (7.692 hours per pay period) that yields two hundred (200) hours of vacation <br /> per year. <br /> 13 <br />
