The RFP is
developed based on pricing estimates for a representative number of pumps, motors
and flap gates scheduled for servicing. The definitive repair costs for pumps and
motors can only be determined once the equipment is removed from service,
dismantled and inspected. The vendor must provide the City with service
recommendation based on a pump failure analysis and a cost estimate for the required
repairs or major overhaul.
On July 5, 2011, Public Works Services issued a Request for Proposals (RFP) for
Storm Utility System maintenance and repair of pumps, motors, and flap gate
components for selected storm pump stations. The RFP was sent to four local vendors,
and the City received two proposals, as shown below:
 Vendor Response
Koffler Electrical Mechanical Apparatus Repair, Inc., San Leandro, CA Yes
Pump Repair Company, Inc., Daly City, CA Yes
Peninsula Pump & Equipment, Inc., Burlingame, CA No
 Conhagen, Inc., Benicia, CA No
Proposals were evaluated against the selection criteria outlined in the RFP, which
included completeness of the proposal, experience of staff, ability to perform the work
within the specified timeframe, documentation of qualifications and required
certifications, and past experience of the company performing similar work for the City
