D. - Page 1 <br /> _ RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> August 22, 2011 <br /> SUBJECT <br /> Authorize General Services Agreement for Storm Utility System Pump Maintenance and <br /> Repair Services <br /> RECOMMENDATION <br /> 1) By motion, authorize an agreement with Pump Repair Service Company of Daly City, <br /> California for the not to exceed amount of $149,000.00 to provide maintenance services <br /> to pumps, motors, and flap gate repair / replacement <br /> 2) By motion, authorize the City Manager to amend the agreement to approve additional <br /> expenditures up to 10% of the contract value to complete the services <br /> BACKGROUND <br /> Staff requests City Council authorization to enter into a general services agreement with <br /> Pump Repair Service Company of Daly City, California for annual maintenance and <br /> repair services to storm system pumps, motors and flap gates. <br /> Each budget cycle the Public Works Services Department compiles a list of storm <br /> system pumps, motors, and flap gates scheduled for maintenance. The RFP is <br /> developed based on pricing estimates for a representative number of pumps, motors <br /> and flap gates scheduled for servicing. The definitive repair costs for pumps and <br /> motors can only be determined once the equipment is removed from service, <br /> dismantled and inspected. The vendor must provide the City with service <br /> recommendation based on a pump failure analysis and a cost estimate for the required <br /> repairs or major overhaul. <br /> On July 5, 2011, Public Works Services issued a Request for Proposals (RFP) for <br /> Storm Utility System maintenance and repair of pumps, motors, and flap gate <br /> components for selected storm pump stations. The RFP was sent to four local vendors, <br /> and the City received two proposals, as shown below: <br /> � Vendor Response <br /> � Koffler Electrical Mechanical Apparatus Repair, Inc., San Leandro, CA Yes <br /> � Pump Repair Company, Inc., Daly City, CA Yes <br /> � Peninsula Pump & Equipment, Inc., Burlingame, CA No <br /> � Conhagen, Inc., Benicia, CA No <br /> Proposals were evaluated against the selection criteria outlined in the RFP, which <br /> included completeness of the proposal, experience of staff, ability to perform the work <br /> within the specified timeframe, documentation of qualifications and required <br /> certifications, and past experience of the company performing similar work for the City <br />
