a. No structure shall be built or altered, including exterior changes <br /> in color, materials, and signage except upon approval of the <br /> Planning Division for minor changes, and the Architectural <br /> Review Committee for major changes. <br /> <br /> b. Every new and reconstructed building over 25 feet wide shall <br /> have its perceived height and bulk reduced by dividing the <br /> building mass into smaller-scale components by: <br /> <br /> (1) a change of plane; or <br /> (2) a projection or recess; or <br /> (3) varying cornice or roof lines. <br /> <br /> c. Pedestrian Design Features Required. On any site, or portion <br /> of a site adjoining a pedestrian sidewalk or pedestrian way, all <br /> new and reconstructed buildings over 25 feet wide shall be <br /> required, as determined by the Architectural Review <br /> Committee, to provide the following design features intended to <br /> create pedestrian or shopper interest and to preclude <br /> inappropriate or inharmonious building design and siting. <br /> <br /> (1) At least one functional entry for every 25 feet of building <br /> frontage shall be provided. <br /> (2) The primary access for all buildings shall be directly to <br /> the street. <br /> <br /> (3) All existing buildings which have storefront entries that <br /> are not functional shall be required to convert such <br /> storefront into a functional entry upon a change in <br /> tenancy. <br /> <br /> (4) At the ground floor, opaque, reflective, or dark tinted <br /> glass shall not be used for any portions of the building. <br /> <br /> (5) At least 60% of the length of the ground level, street- <br /> facing building facade below a height of eight feet shall <br /> be transparent window surface To qualify, the bottoms <br /> of the windows must be no more than four feet above <br /> the adjacent exterior grade.
