The following conditions shall be required in the CBR District: a. Ground floor uses shall be primarily retail and shall enhance their immediate area in accordance with the purposes of this Article. b. Where an existing ground floor use is a non-conforming use, any vacancy will require conversion of such use to a permitted use or conditional use listed in the CBR District after 6 months as required by Article 33 of this Ordinance. c. All businesses, services, and other activities shall be conducted within a completely enclosed structure, except for parking and loading spaces, and outdoor eating areas which have obtained a conditional use permit. Exterior storage is prohibited. d. Windows on the ground level building facade facing a street shall be used to display consumer goods and/or services. Windows not used to display consumer goods shall provide a view into the building for a distance of not less than 20 feet behind the front of the building at the ground story. No merchandise storage, which blocks the view of the interior of the building, shall be allowed in storefront windows. This requirement does not apply to the walls of parking garages and residential units when located on the ground floor. e. Windows on the ground level building fa(;ade facing a street shall not be opaque. Shades or blinds, which block the view of a pedestrian into a building for more than five hours a day during daylight hours in the summer, or more than four hours a day during daylight hours when it is not summer, are defined as opaque for purposes of this Article.
