precisely address the adverse impact of office developments hereinabove <br />described; <br /> <br /> M. Ordinance No. 2198 shall expire of its own terms and, upon expiration, <br />shall be of no further force and effect; <br /> <br /> N. This ordinance shall supercede and replace said Ordinance No. 2198, <br />provided, that the amendments to the Zoning Ordinance herein provided are not <br />an extension of the regulations herein before enacted, but are new and different <br />regulations; and <br /> <br /> O. The above-described conditions constitute an emergency endangering <br />the public health, safety, and welfare requiring enactment of an emergency <br />measure. <br /> <br /> Section 2. Prohibited Acts. From and after the operative date hereof <br />and so long as this ordinance shall remain in effect, no building permits, use <br />permits, architectural permits, planned development permits, zoning variances, <br />zoning permits, subdivisions, or any other land use entitlements shall be issued <br />or approved for construction or development irrespective of the kind or nature of <br />office use proposed, on parcels of property (whether as individual parcels or by <br />aggregation of parcels) unless such development occurs under the amended or <br />added provisions of the Zoning Ordinance described herein. <br /> <br /> Section 3. Sections 2.7 and 2.79 of the Zoning Ordinance are hereby <br /> amended to read as follows: <br /> <br /> "Section 2.7 Administrative Office and Service Facility.
