D. Such office development proposals, if allowed to proceed to <br />construction, would use land resources which could otherwise be developed for <br />housing, commercial, and other uses compatible with, and supportive of existing <br />uses, including residential uses; <br /> <br /> E. The unavailability of housing in the City of Redwood City is critical and <br />the housing shortage has adversely affected economic and social resources of <br />the City, including businesses, schools, colleges, and professions; <br /> <br /> F. If the trend of office development were allowed to continue, critically <br />necessary housing, commercial, and other-use sites will be eliminated, thereby <br />exacerbating the housing shortage and the adverse economic and social <br />conditions; <br /> <br /> G. If the office development proposals were allowed to proceed to <br />construction under current zoning district classifications and related regulations, <br />severe traffic congestion and parking shortages would result, thereby burdening <br />the City's interior and arterial street systems beyond capacity and adversely <br />affecting the environment, including air quality; <br /> <br /> H.
