<br /> Mixed Use Neighborhood, Mixed Use Live/Work, Light Industrial Incubator Overlay, and �

<br /> Hogle-Ireland, Inc. envisions creati�g a single new Mixed Use Neighborhood zone district with two subdistricts and a single Mixed �
<br /> Use Live/Work zone district. Each district will include tailored height, setback, and similar developmen[ standards. The �
<br /> Commercial-Office Professional/Technology zone (COPT) is expected to include two subdistricts - Redwood Shores and the larger
<br /> Redwood City area. The Light Industrial Incubator Overlay (LIIO) is expected to be a single overlay without differentiation for !
<br /> subdistricts. In addition, we anticipate addressing height and FAR concems regarding existing and future hotels and assisted living i
<br /> developments. The new zoning provisions will combine traditional and form-based approaches to regulating land use, �
<br /> development, and design; they will be based on policy direction contained in the New General Plan, input received from the
<br /> community, and our experience and application of best practices for preparing innovative zoning regulations. i

<br /> This scope of work assumes that City staff and Hogle-Ireland staff will continue to work collaboratively as they have during the
<br /> Generel Plan and the Mixed Use Corridor Zone Regulation planning efforts. This scope of work assumes that City staff will prepare
<br /> and provide all graphics and will assist with other visual imagery (such as photographs) for inclusion in the new code sections.
<br /> The scope of work involves the tasks outlined below.
<br /> Task 1. "Breinstorming" Session. Hogle-Ireland will conduct one two-hour "breinstorming" session with City staff. The I
<br /> session will initially focus on the City stafYs intent for the zones. �
<br /> i
<br /> Hogle-Ireland will prepare maps and other materials, as appropriate, for use during the session. Hogle-�reland will i
<br /> electronically submit materials to City staff for reproduction and use at the session. City will be responsible for securing ;
<br /> meeting facilities, providing appropriate technologies (computer, computer projector, etc.), and inviting all appropriate City
<br /> staff. Genevieve Sharrow and Lisa erownfield will attend the session.
<br /> Task 2. Field Work. Hogle-Ireland, Inc. will conduct field research documenting the MU-N, MU-L/W, LIIO, and COPT zones I
<br /> adjacent areas' design characteristics, public infrastructure, and street landscaping. Other Bay Area jurisdictions' designations
<br /> may be researched and areas surveyed, as time permits. I
<br /> Task 3. Administrative Draft Zone Regulations. Hogle-�reland will prepare Administrative Draft Zone Regulations for review i
<br /> by City staff. These will consist of a hybrid treditional zoning/form-based approach, with the use regulations presented in i
<br /> tables and development standards largely illustrated using graphics to indicate, for example, build-to lines, building step-backs
<br /> retative to adjacent residential neighborhoods, and required pedestrian amenities. We will use the code structure recently
<br /> developed for the Mixed Use Corridor zone. For landscaping, parking, and similar standards that apply citywide, we will
<br /> largely reference existing regulations in the Municipal Code, although we anticipate adjusting, for example, the parking
<br /> regulations to reflect shared parking potential on mixed-use sites. Hogle-Ireland has allowed for a telephone consultation
<br /> with Ms. Dena Belzer of Strategic Economics to further our understanding of Incubator Overlay best practices. It is assumed
<br /> that Hogle-Ireland, Inc. will provide guidance to City staff for City staff to prepare all graphics, renderings, etc. for the zoning
<br /> regulations I
