Scope of Work and Budget <br /> � Mixed Use Neighborhood, Mixed Use Live/WOrk, light Industrial Incubator Overlay, and Commercial•Office Professional/7echnology Zone Regulations <br /> • and Addendum to the General Plan EIR <br /> August 4, 2011 Page 2 of 4 <br /> Task 4. Stakeholder Meetings <br /> Hogle-Ireland will conduct up to five 90-minute stakeholder meetings. The stakeholder meetings' purpose is to review the key <br /> elements of the Administrative Draft Zone Regulations, receive community input, and respond to questions. Stakeholder <br /> comments and questions will be documented. The Administrative Draft Zone Regulations will be revised once in response to <br /> Stakeholder comments. The City will be responsible for inviting stakeholder participation and for meeting logistics (location, <br /> reproducing meeting materials, etc.). It is assumed that the five stakeholder meetings will be conducted in a two consecutive <br /> day period. Hogle-Ireland will prepare Stakeholder Meeting agenda, meeting materials, and meeting presentations. <br /> Hogle-Ireland is also available to meet and consult with other local and regional agencies regarding the Draft Zoning <br /> Regulations on behalf of City staff. If the City is considering Hogle-Ireland to provide these services, a proposal and cost <br /> estimate will be prepared for staff review and authorization. <br /> Task 5. Planning Commission Study Session. Hogle-Ireland will conduct a working study session with the Planning <br /> Commission to present the draft regulations. In preparation for the study session, Hogle-Ireland will prepare the following: <br /> • PowerPOint presentation - submitted electronically for City staff review. It will be revised once in response to City <br /> staff comment. <br /> • Draft Study Session Report - submitted electronically for City staff review. Study Session Report will be revised once <br /> in response to City staff comment. <br /> • Comment Summary - The Comment Summary will be a limited summary of comments received during the Planning <br /> Commission Study Session and an identification of where the comment is addressed in the Public Review Draft. <br /> One Hogle-Ireland representative will attend the Study Session to present the PowerPoint presentation and respond to <br /> questions. <br /> Task 6. Public Review Dreft Zone Regulations. Hogle-Ireland will revise the draft regulations once as directed by City staff to <br /> respond to comments made at the Planning Commission Study Session. This revised version will constitute the Public Review <br /> Draft Zone Regulations; it will be submitted electronically to the City for reproduction and distribution. <br /> Task7. Prepare CEQA documentation. Hogle-Ireland anticipates that CEQA review will consist of an Addendum to the <br /> Generel Plan Final Environmental Impact Report. The Addendum will focus analysis on those issues directly relevant to <br /> creation of the Mixed Use - Neighborhood, Mixed Use-Live Work, LIIO, and COPT. It is not anticipated that additional noise, <br /> traffic, or air quality studies will be required as part of this effort. The Addendum will be submitted electronically to City staff <br /> for review. 7he City will be responsible for compiling all staff comments into a single written document from which Hogle- <br /> Ireland will revise the Addendum once. As we have discussed, Hogle-Ireland can provide other CEQA services, including an <br /> Initial Study and full environmental analysis, recognizing that this approach to the CEQA analysis will involve much more time <br /> and associated costs than preparation of an Addendum. The City will be responsible for all document printing, distribution, <br /> and circulation, as well as any required newspaper or similar public notices. <br /> TaskS. Public Hearings. Hogle-Ireland will prepare a PowerPoint presentation and a Draft Staff Report for the Planning <br /> Commission public hearing. Both ihe presentation and the Staff Report will be submitted to City staff for its review and <br /> comment. The presentation and the Staff Report will be revised once in response to staff comment. A Hogle-Ireland <br /> representative wiil attend one Planning Commission hearing, present the PowerPOint presentation, and respond to questions. <br /> Hogle-Ireland will adapt the Planning Commission PowerPoint presentation and Staff Report for use with the Redwood City <br /> City Council. Both the revised presentation and the revised Staff Report will be submitted to City staff for its review and <br /> comment. The revised presentation and the revised Staff Report will be revised once in response to staff comment. A Hogle- <br /> Ireland representative will attend one City Council hearing, present the PowerPOint presentation, and respond to questions. <br /> For the purpose of the budget, the budget assumes one Planning Commission hearing and one City Council hearing will be , <br /> conducted. It is assumed that the Public Review Draft Zone Regulations will not be revised between the Planning Commission <br /> and City Council public hearings. It is assumed that the City staff will be responsible for all public hearing noticing. <br />
