also agreed with the suggested changes to the Pride and Beautification Committee. <br /> This same Council Member spoke about the fact that in her own analysis 65% to 70% of <br /> the General Budget came from the business community, so she supported a community <br /> pride award that acknowledged schools, businesses and residents. <br /> The two Council Members, who made and seconded the motion, noted that their <br /> comments about money were not directed at anothe� Council Member, and how the <br /> figures were the reason this was discussed for the savings and the leveraging. The finro <br /> opined that the issue of the money was clearly outlined in the staff report; therefore, the <br /> comments were not directed at anybody. One Council Member could not accept the <br /> change, because it was more than a change in name and in her opinion it would change <br /> its focus considerably. It was this Council Member's view that it was the arts and <br /> cultures that saved our downtown. The other Council Member said that he did not <br /> mean any offense to anyone. He thought that the goal was to save money but still he <br /> could not see a clear case made for changing the charge of the CCC. <br /> Mayor Ira noted that it was never about money, but about efficiencies and saving staff <br /> time. He noted that during the retreat the Council asked about the figures. That in fact <br /> the figures were requested by Council at the retreat to be provided and this was what <br /> staff was doing. Vice Mayor Aguirre noted that this was a process to begin an <br /> evaluation of our structure, conduct peer review, identify best practices and we were <br /> very lucky we did not have to cut staff. She expressed her gratitude to all the BCCs and <br /> all the volunteers, who gave so much. By the same token, she believed we must try <br /> new approaches since we had already cut staff. She supported these kinds of <br /> conversations and felt that the Council was elected to do this. In her opinion, Council <br /> had to change and evolve with circumstances and the direction of the city. <br /> Another Council Member noted that he could not support this motion, because this <br /> made sense to him and it did not devalue this body. This did not mean he did not value <br /> arts and culture. It was just that this change made sense to him. Another Council <br /> Member noted this was about efficiency and not money, and how over the last three <br /> years 70 positions have been eliminated. He noted that every BCC was in competition <br /> for staff resources which had been decreased. He believed the goal was to be more <br /> efficient with less and this was another area we were looking at just like we looked at <br /> everything else. This Council Member would like this review done on a regular basis <br /> because then it might become easier. <br /> Mayor Ira said that the question was how they fit into the Council's priorities and goals <br /> and how much they contributed to making these happen. He believed this BCC <br /> contributed greatly to the Council priorities. He pondered on what was the change that <br /> would happen if they were an advisory versus a full commission. He was leaning <br /> towards leaving them as they were and spending a little more time analyzing the <br /> situation. <br /> Dr. Bell said that the tracking system would be helpful on the issue of staff hours. He <br /> said that there was a lot of learning in this process. One Council Member said that we <br /> must manage the hours like it happens in the private industry.
